State visit of President of Mozambique to India

H.E. Filipe Jacinto Nyusi, President of the Republic of Mozambique, accompanied by his wife, Mrs Isaura Nyusi, will pay a State Visit to India from 4-8 August 2015. The President will also be accompanied by a high-level delegation, including the Mozambican Ministers of Foreign Affairs, Minerals & Energy, Agriculture, Transportation & Communications and Interior, senior officials as well as a senior business delegation.

During the forthcoming visit, President Nyusi will call on Hon'ble President of India and meet Hon'ble Vice-President of India. He will hold bilateral talks with Hon'ble Prime Minister Shri Narendra Modi. Hon'ble President will also host a banquet in honour of the visiting guests. President Nyusi and Mrs Nyusi will also visit Ahmedabad for a day during their visit. President Nyusi is an alumnus of Indian Institute of Management (IIM), Ahmedabad, where he completed a short duration course in 2003. The President of Mozambique has earlier visited India in 2011 in his capacity as the Defence Minister of Mozambique.

India and Mozambique have traditionally enjoyed close and friendly relations anchored in shared political values of the struggle against colonialism, mutually beneficial cultural and commercial exchanges and extensive people to people contacts going back hundreds of years. India is a large trading and investment partner of Mozambique, with bilateral trade in 2014-15 reaching almost US$ 2.4 billion. Indian investments in Mozambique are presently valued at over US$ 7 billion primarily in the hydrocarbon and coal sectors. India is also an important destination for Mozambicans for higher education and high quality health care facilities.

There are more than 20,000 Persons of Indian Origin (PIOs) living and working in Mozambique. In addition there are approximately 1500 to 2000 Indian expatriates working in Mozambique with different Indian public and private sector enterprises.

Text of PM's Statement at the media briefing with President Filipe Nyusi of Mozambique

Excellency President Filipe Nyusi,

Members of the Media,

I am delighted to welcome President Nyusi and his delegation to India.

President Nyusi assumed office earlier this year. We are happy that India is his first destination in Asia.

The visit is special because this is the 40th anniversary year of independence of Mozambique and the 40th anniversary year of the establishment of our diplomatic relations.

Africa and the Indian Ocean are among the highest priorities for our foreign policy. Mozambique is crucial for both.

Mozambique and India have centuries-old trade ties. 20,000 people of Indian origin in Mozambique are an important link between us. Our colonial experiences and development aspirations have shaped a shared vision and a strong partnership.

Mozambique can be a large and a proximate source of natural gas, coal and other minerals that are so important to drive our growth. It also offers huge opportunities in agriculture sector.

I am pleased that Indian investments in these sectors have grown significantly in recent years. Mozambique hosts nearly 25% of Indian investments in Africa. Our trade has multiplied five times in the last five years.

We are delighted to be a development partner for Mozambique in several areas, including agriculture, healthcare, energy, infrastructure and human resource development.

So, as we seek to deepen our relations with Mozambique and enhance our engagement in the Indian Ocean Region and Africa, we are pleased that President Nyusi is visiting us now.

In my discussions today, I have conveyed the importance that we attach to Mozambique as our regional partner. I have also stressed our commitment to our development partnership, in accordance with Mozambique’s priorities.

We spoke of our economic synergies and cooperation. I expressed hope that Mozambique would continue to provide an encouraging environment for investments from India, including in the areas of hydrocarbons, minerals and infrastructure. We have agreed to explore ways to speed up the implementation of power supply project in Maputo, being funded by Indian line of credit.

I have assured him of India’s full assistance and collaboration in agriculture and food security. In turn, India could also benefit from the development of Mozambique’s agriculture sector.

We have today finalised an MoU on Cooperation in the field of Renewable Energy. This is an important area in our respective efforts towards sustainable development. It assumes special importance this year as the international community moves to finalise a Climate Change agreement in Paris later this year. India has already partnered Mozambique in setting up a solar panel assembly plant.

India and Mozambique have large coastlines and are linked by Indian Ocean. I have discussed ways in which we can intensify cooperation in maritime security and ocean economy.

In recent years, our cooperation has included ship visits and hydrography surveys for Mozambique.

Today, we have discussed other areas of cooperation in defence, building on his last visit to India as Defence Minister in 2011. We agreed that the next meeting of our Joint Working Group on Defence Cooperation will be scheduled soon.

We also discussed a range of regional and global issues of mutual interest. We greatly appreciate Mozambique’s support for India’s candidature for Permanent membership of an expanded UN Security Council.

In this 70th year of the United Nations, I sought his support to press for urgently needed reforms of the United Nations, especially the Security Council.

We also welcome the finalisation of the Sustainable Development Goals with focus on elimination of poverty by 2030, and look forward to the adoption of the post-2015 Development Agenda in September.

We underlined the need for an effective climate change accord in Paris later this year, which also provides the means and technology to developing countries to transition to clean energy sources.

I briefed President Nyusi about the Third India-Africa Forum Summit to be held in October in New Delhi. There are remarkable similarities in the development goals and priorities of India and Africa.

For the first time, we have invited leaders of 54 African countries to participate in the India-Africa Forum Summit. We look forward to President Nyusi’s participation in the Summit.

Finally, let me extend our sincere appreciation for your government’s strong support that made the International Day of Yoga a big success in Mozambique.

Excellency, your visit has renewed the focus on this very important relationship, not just for our two countries, but also as a bridge across the Indian Ocean between Africa and India. I am confident that your experience and wisdom will be a source of strength in taking our relationship to a new level.

India, Mozambique discuss boosting maritime security cooperation

India and Mozambique on Wednesday discussed ways to intensify cooperation in maritime security, ocean economy and defence as Prime Minister Narendra Modi held talks with Mozambique President Filipe Jacinto Nyusi here.

The two sides also inked a MoU on cooperation in the field of new and renewable energy.

Modi, in his media statement after a delegation-level talks at Hyderabad House, said President Nyusi's visit is special because this is the 40th anniversary of both the country's independence and the establishment of diplomatic ties between the two countries.

He said that the southeast African nation, bordering the Indian Ocean, "can be a large and a proximate source of natural gas, coal and other minerals" for India and it also offers huge opportunities in agriculture sector.

The prime minister noted that Indian investments in oil and natural gas sectors have grown significantly and that Mozambique hosts nearly 25 percent of Indian investments in Africa.

In February 2013, India released $250 million to finance a power project in the Maputo region in southern Mozambique. The project was scheduled to be completed by 2016.

President Nyusi, who is on a five-day visit to India, arrived on Tuesday afternoon. On Wednesday morning, he was accorded a ceremonial reception at the forecourt of Rashtrapati Bhavan after which he visited Rajghat to lay a wreath at the memorial to Mahatma Gandhi.

External Affairs Minister Sushma Swaraj called on the Mozambique president at the Taj Palace hotel on Wednesday morning.

Mozambique, a country in Southeast Africa, is bordered by the Indian Ocean to the east. It is among the fastest growing economies in sub-Saharan Africa with an average annual real GDP growth of eight percent.

India stands ready to partner Mozambique in all areas of its development, says President Mukherjee


The President of India, Shri Pranab Mukherjee yesterday (August 5, 2015) received His Excellency Mr. Filipe Jacinto Nyusi, the President of the Republic of Mozambique and Dr. (Mrs.) Isaura Farrao Nyusi at Rashtrapati Bhavan. He also hosted a banquet in their honour.

Welcoming Mr. Nyusi, the President congratulated him on his election as the fourth President of Mozambique. He praised Mr. Nyusi for selecting India as his first destination in Asia after becoming President. The President said India attaches high importance to its relations with Mozambique. Indian companies have made some of their largest investments overseas in Mozambique. Trade between the two countries has seen impressive growth in recent years. He expressed confidence that Mozambican President’s visit will strengthen the friendly relations and partnership between India and Mozambique.

The President said India is happy to see Mozambique continuing its high rate of economic growth. With the recent discoveries of natural gas and minerals, the future holds a lot of promise. India stands ready to partner with Mozambique in all areas of its development. Expected growth of Mozambican economy through exports of gas provides more scope for trade and investment. Both countries should work together to diversity bilateral trade.

In his banquet speech, the President said that the State Visit was taking place at a time when India and Mozambique are commemorating 40 years of establishment of their diplomatic relations. India is glad to see that since then, Mozambique has made remarkable progress in reducing poverty, enhancing literacy, providing primary healthcare to its people and significantly increasing its agricultural production. By ensuring internal peace and stability in the last two decades and taking up wide-ranging reforms, Mozambique has transformed itself into one of the fastest growing economies in Africa.

The President said there is ample scope for building upon the many complementarities between the two economies and for expanding their collaboration in several fields including agriculture, food processing, healthcare and in the exploitation of Mozambique’s significant natural resources. India values its cooperation with Mozambique in international fora, including the United Nations, the Commonwealth and the Indian Ocean Rim Association. In this 70th year of the United Nations, India looks forward to working together with Mozambique and partners in the African Union and the Southern African Development Community to pursue long awaited reforms.

The President used the occasion to reiterate that India remains deeply committed to its partnership with Africa. India will be hosting the 3rd India-Africa Forum Summit in October this year. He expressed hope that the Summit will provide new and creative ideas for enhancing the socio-economic development of our peoples.

Speaking in response, the Mozambique President said he feels at home in India and recalled his days as a student at IIM, Ahmedabad. He said discussions during his visit have been fruitful and productive. He is confident his visit will enable business of the two countries expand cooperation and bring the people of the two countries closer together.
