I am afraid I didn't read China anywhere in this article.
China has no business in northern sri lanka which is closer to India.

China has good access to Sri Lankan officials and in fact there are many good projects the Chinese are actively participating in in the island nation

Tamils now need jobs, as you see post war North has very high unemployement and poverty.
China is also helping development in the North

Don't reply for the sake of replying. Sri Lanka is free to allow the Chinese in its southern regions. North is too close to India. Any Chinese activity there will not happen without India's co-operation. If Sri Lanka chooses to do so then they will have to live with a hostile neighbor, a huge one.

It is not easy for the Chinese to play in Sri Lanka after recent developments.

Not really. Even with the development of news ties under the current Indian and Lankan governments India's past help for the LTTE remains a barrier for further development of ties something China and Pakistan doesn't have
