However these are only speculations officially winner hasn't announced yet but today was date of announcing winner.

From Philippine Defense Bulletin

RUMORS: Some guy gave some updates about the Frigate bidding. Now this guy's FB page says he is a graduate of the PMA, and his timeline history does seem to indicate that he worked with the Navy at some capacity. He shall remain unnamed, but here are his updates:
- Only four companies submitted bids: Garden Reach of India, Hyundai of Korea, Daewoo of Korea, and Navantia of Spain. It seems STX did not submit a bid.
- Of the four, two were found responsive: Garden Reach of India and Hyundai of Korea. It seems that Navantia and DSMEs bids were disqualified.
- Navantia allegedly had many violations in the tech specs, it didn't seem like they could meet the specs at the given price.
- Latest is that the winning bidder is GRSE.
Now, before any violent reactions out there, remember that this is just a rumor, even if the source seems to be legit in that he worked with the Navy.

RE: Possible GRSE Win in the Frigate Bidding

I sense a lot of negativity in the possible win of GRSE in our Frigate Bidding, and all I can say is this: The bidding system is set up to be as democratic(transparent) as possible so that it can be free of influence from people within the Military and/or Civilian Government.
So theoretically all bidders should win based on their own merit and not due to favoring one supplier due to whatever reason, whether it be good or bad.
As far as GRSE is concerned, if they did win the bidding, then they won it FAIR and SQUARE. We specified the ship we wanted to build, and they promised to do so at the lowest possible price. So the way I see it, if GRSE did win, then we should respect it as much as possible ...

If GRSE can build a derivative of the kamorta for around $200m then thats a bargin, considering IN are paying over $500m each for the type 28, and probably more for the follow on type 28a. It all depends on the spec of the systems that will be added.

Its not type 28, its project 28 or P28.
AIK price for 1 ship isn't $500m but less than $1B for for ship but that is more than what Ph Navy will give but I Think PhN will not buy all things it has.
Some cost of ship goes for planning & design, so for building ships for PhN will may not require additional design.
You know just forresearch and development for Zumwalt-class destroyers USN spent $9.6 billion.
& for Type 26
On 25 March 2010, BAE Systems were given a four-year, £127 million contract by the UK Ministry of Defence (MoD), to fully design the Type 26 Global Combat Ship (formerly C1 of the FSC). In February 2015, the MoD and BAE Systems signed a contract worth £859m to continue development, supporting progression towards the manufacturing phase.

So both above ship had a large part of cost in R&D but GRSE won't have that.

I doubt the Filipinos will get what the IN has on their P28's. Namely the advanced ASW cruise missiles rumoured to be stored with heavy torpedoes. The fact they have close relationship with USA will cause concern for Russia/India whom arm the P28s.
