Interesting picture. That drawing below the cockpit is meant to fool enemy pilots into thinking that is the cockpit.

Question: Is the tactic even effective? Sounds like a WWII/early Cold war tactic

It absolutely works. There is something in the shape of the hornet that allows this visual trick moreso than other fighters.

It can cause a moment's hesitation in a BFM engagement, and that moment is sometimes all it takes.
