In other words, the Republicans did not oppose the nuclear deal, but they wanted to extend it to other areas as well. The Democrats wanted the same thing too, but they wanted to approach the same goal step by step. The big picture is completely bi-partisan.
Not really. Khuzestan is only 50% Arab now, thanks to the Persianization policies of the Shah of Iran. Arabs hold no significant power in Khuzestan and they are treated like a minority for good security reasons.
