Every city has its problems. NYC is no exception. It is old and has spent lots of money cleaning things up. They have cleaned up their drinking water, made their rivers swimmable again, and air pollution is not a problem anymore.

But even a newly modernized city like Shanghai has filthy problems that were solved by NYC.

Well one reason is because we still have people who grew up in NYC during the worst pollution times. Just because it stops doesn't mean the damage is undone. Somebody 80 years old now was 30 in the 1960"s.

Life expectancy is estimated at birth, those people will figure in ~80yo life expectancy which is probably 3-4 years
