There is a huge gap between average for Tamil Nadu and average for India in all editions of ASER on reading and maths. Similar to the gap between Chinese and Malays in Singapore.
Agreed and in Malaysia, you have the opposite. Bumiputras are favored for admission in local universities.
These make people lazy and dis-allow them to work. If you are born as a Malay in Malaysia, you don't have to work at all as there will be a university waiting to hire you despite your low scores.

Meritocracy + Education policies + Genetics + Environment
= IQ.
