SINGAPORE: The Republic is set to partner Sri Lanka in the development and management of infrastructure in the South Asian nation.

The Singapore Cooperation Enterprise (SCE), Temasek Foundation, the Centre for Liveable Cities (CLC) and Sri Lanka’s Ministry of Urban Development, Water Supply and Drainage on Monday (Apr 6) signed a collaboration document in Colombo, the local agencies said in a joint news release.

Singapore will share lessons, experiences and best practices in urban development from a whole-of-Government perspective in the two-year partnership.

The programme – supported by Temasek Foundation with a grant of S$430,068 – aims to help the Sri Lankan government in developing an integrated master plan and in the following areas:

  • Housing design and community building
  • Master plan review and government land sales
  • Water infrastructure and greening
CLC will conduct a series of workshops to train up to 125 officials from the relevant ministries and municipal councils in Sri Lanka, using knowledge and principles of Singapore’s urban development experience. The first workshop will be held in Colombo from Monday to Wednesday.

“Through the workshops and interactions with Singapore’s urban experts and practitioners, we hope to support our counterparts in Sri Lanka in their urban challenges, and at the same time, hear and learn from them as well,” said Mr Julian Goh, director for Capability Development at CLC.

The Sri Lankan government has placed a high priority on the redevelopment of urban infrastructure in the cities of Colombo, Galle and Kandy.

May I ask the same question from you? Did you think that the whole world is lining up to offer services to SL? No. It has very few choices available and Singapore is one of the best since it is a success story in all fronts.

Yes Arjuna Mahendran the Singaporean was totally, totally awesome as the head Sri Lanka's Central Bank.

I still don't understand the thinking behind Sri Lanka's foreign policy re-alignment. Why is it distancing itself from China when it has such great needs for infrastructure and industrial development?

Does Sri Lanka think that India can fulfill her development needs? Doesn't Sri Lanka know that India has little money and expertise for developing industry and building infrastructure?

New government recently blocked VISA for Dalai Lama os favour of Chinese government and you are saying that SL is distancing itself from China.

I have read that Sri Lanka is blocking previously agreed on projects such as the port expansion at Colombo. China has invested billions of dollars in infrastructure projects in Sri Lanka. Will China lose her investments?

It wasn't stopped. It was suspended but the land reclamation is still going on. The issue either has to do with reducing the cost (tracking the money that the previous president took as a commission) or to satisfy the upper/middle class morons in Colombo who are yelling at all kinds of infrastructure projects inside the country for their own self-invented reasons.

I thought the project was funded by the Chinese, so why should Sri Lanka care about cost reduction?

As for NIMBYism, that's unfortunately not unique to Sri Lanka.

What a load of BS. The project has come to a complete halt. 5000 Sri Lankans have lost their jobs.
