Since 2000s IAF has lost 30 4th gen fighters compared to PAF 3

The MC (Mission Capable rate) for the F-16 in 2018 was 70.03%. MC is defined as the readiness of the equipment or personnel to perform all missions assigned to the platform.
That is the exact definition used by IAF for determining availability:

Also what does this has to do with PAF F-16 availability rate which is much higher then USAF and other European AF.

SU-30 new F-16 and JF-17 were not born in 1980s and 1990s thats why you only include them in a year in which they were born.
Its like you were born in 1970s but i include you in 1950s population.
Comparison is for 1986-2020 not for 1986-1999 so entire fleet will be included for both

No it’s not, IAF does not include training currencies of ground or air crew in the availability rate metric. The IAF does not include personnel, fuel, fluids or armaments either. The IAF tracks airworthiness that’s it-we haven’t done that since the demise of Rapid Roger in the 1960s.

Wrong, availabilty rate for IAF also considers an fighter unavailable even if it is not grounded but is unable to perform one of it's mission.
For example: Even if a Su-30 is rated fully flight worthy but is facing a small glitch in one of it's radar modes it is regarded as unavailable or If it lacks proper typre rated pilot or ground crew then also it is marked unavailable.

I don't know what to call such explanation. A fighter jet is unworthy if can't perform its duty and that's it. It's not just the IAF. I don't see any air force flying unworthy jets as Uber at all. You didn't disappoint at all. A glitch or an error or a fault, the fighter jet is useless as this is what it is meant to fly for. Stop defending unnecessarily.

you clearly lack comprehension skills, USAF mission capable rate <> IAF availability rate.
The IAF availability rate is only concerned about the air worthiness of the aircraft-crew training and skill is not considered.

GO and READ the F-16.net article I posted. You obviously lack basic comprehension skills. It says Belgium Netherlands have less then 40% active F-16s out of original purchased. Also BAF lost 60 F-16s to crashes and either sold or retired up to 40 out of 160 originally purchased. European nations are already retiring their F-16s.

Su-30 MKI requires overhaul for every 1,500 hours of flying and will under go 3 in its entire life time in addition to MLU further reducing its availability rate and less flying time for its Pilot.
On average Su-30 clocks 150 hours per year which is 1/3 of PAF F-16 hours.
