Sin Tax / Gunah Tax

No an akalmand insaan telling a jahil how to improve himself. First they take food from the stomach of thier children by spending on electricity, then they punish them again when they are forced to beg for money to pay for the heart disease, lung problems and cancer treatments.
Preaching to the choir - "They" are not on pdf Abu Jahl and you are further from the truth and keeping at it.

1. Cars, motorcycles, buses - Any actual "Smart City" would have abolished privately-owned transport in favor of public transport. It can be a mixed implementation of buses or Personal Rapid Transit vehicles like Pod Taxis. In either case the propulsion method can be replaced from Petrol/Diesel/CNG to Salt-water ( Ionic Liquid ) as demonstrated in the Quant car. This will shake-up the petro-based world economy.

2. Factories - 3D Printing was meant to remove traditional factories from various processes to make products at personal or neighborhood level. This "make it when you actually want it" approach combined with socialist communes ( "from each according to ability, to each according to needs" ) will create a society where pollution is reduced to a large extent.

3. Power plants - Again, Salt-water-fueled power plants at device level, house level and neighborhood level can replace the current nuclear, hydro, solar, coal, oil plants. Also, this vid from Pakistan is interesting, for it claims to generate free energy.

lol if, could, would...… the point remains how are externalities to be internalized and are they all the same? What's the difference between a poor man enjoying a smoke and a rich man whose factory pollutes so he can enjoy his profits any way he wants.

Your the only one stupid enough to advocating not making cigarettes prohibitively expensive. Ask yourself why you're advocating against something the whole world is trying to do.

That poor man is not only harming himself but others ( others inhaling the smoke ). The rich man is also harming others and the environment.

In both cases wrongs are being done. We cannot use the excuse of the poor being poor and needing it to take his mind of the daily grind ( he can drink tea ). Nor can we use the excuse of the rich man able to afford it hence to be excused.

Perhaps as @SuvarnaTeja said here , cigarettes should be banned altogether.

of course the poor man is wrong but his harm is lesser that that of the car owner but the car owner has no sin tax no vanity tax......but the poor does. My issue is the reason for the tax, it is to be used for the welfare of the poor, but simultaneously it takes away that welfare by forcing the consumer to go for cheaper substitutes. So there is no net benefit. People are quick to make laws but are unaware of the consequences of their action. Once a law is passed a precedent has been set ego will make sure the action is never repealed. When you look at pollution levels globally, cigarette smoke is not a major factor and perhaps not even a minor one. Furthermore, there is no guarantee that the money will be spent on welfare. Till the time it reaches its supposed end enough hens would have pecked at it. Maybe if you understood how nicotine works you would have not used the example of tea which is still more expensive than a cigarette. I am saying all this because the main party that is not hurt in this circle is the cigarette manufacturers. The have spread their risk over both cheaper and expensive brands. It is always better to bring out what actually happens in the society rather than being ideological.

if the intent was to dissuade the consumer this could have been done by shutting down cigarette manufacturing companies. This is not what the whole world is doing. No tease no temptation.Why is Philip Morris called Altria now? Does it change anything? How about we have emission taxes lets make it a fair deal and use that to spend on the welfare of the poor. Let's add taxes on unoccupied seats, leaving the engine running all of the luxury that a rich person can afford and try passing it as a sin tax because after all it is a sin.

Whethet this tax is good from economic point of view or not... Time would be the best test of that..
But from purely medical or community health pointbof view government needs to tax following things or industries that would increase collective health of the country men or women over months and years..

Cola or Sugar tax...
Tax these damn things 100 to 200%. Its scientifically proven they are detrimental to health and cause lots of problem ovwr years. All chronic non communicable diseases can be related to cold drink.
2..
Sin tax or tobacco tax.
Tax cigarettes, cigars and tobacco products
The higher the better.
3...
All ready to eat products or snacks that contain salt over and above a few grams (2 to 5 grams) per meal serving should be taxed to make them expensive.
The more the better.
4...
Non fat milk and yougart should be made cheaper and full fat milk and yougart should be taxed to make it slightly expensuve than tha former.
5...
Palm oil based dairy products should be taxed to promote original products containing cream.... like ice cream, margarine, ghee etc.
Companies remove cream from milk and sell them separately and replace the cream with palm oil in almost everything.
6...
Ready to eat meals and products with long expiry, over 8 to 12 months or more, should be taxed relatively higher than the ones with a few months expiry.

In the same breath..
All bicycle parts and accessories should be made tax free and duty free.

You do the above and over 5 to 7 years the economy may improve or not but trust me the prevalence of NCDs (non communicable diseases) will fall significantly.
We as a nation rank pretty high on almost all the NCDs. This causes lots of loss to the economy via healthcare cost and loss of working days which indirectly burdens the balance of payments even more.
