It has always been the case, the sunni radicals will never live as a minority and they will never allow the minorities to live in their area, as far as Kashmiri peoples are concerned they don't care about which country they are associated with. Just look at the examples of some of the nations in Middle east. Luckily Indian sunnis(except Kashmiri) are hard to get radicalized.

Kashmir is actually is in very better position compared other states in the country, they have got their own constitution they can make their own education, economic policy for development. But they have actually failed in this, so somehow this is proper time that NDA government scraps the article 370 of Indian constitution and make Kashmir as our union territory for 10-15 years and if condition improves(hard to believe though) then give it a status of Indian state or else continue it as an UT.
