While this technology is not new; The use of smaller yet more powerful Computers can help clear up the clutter to generate long range tracks. Fuzed with the current air picture through long range radars; this could be a game changer. Considering the radar has to be placed at least a 1000 km from the area it needs to survey, where do you think it would be best to place such a radar? Also do you think the PAF should ask the PLAAF to develop a couple of joint bases somewhere in Tibet or Xinjiang? A couple OTH-R sites can cover all of western India, as well as all of Pakistan and the coastline. The range can go as far as 3000 km, and OTH-R can keep an eye on Shipping along the Maritime Silk Road. (Bases in China would be safe from Indian attack while being able to relay data to PAF HQ)
