European Russia is Europe's biggest country at 3.8 million square kilometers and over 100 million population. I don't see why Russia should not be an EU country.

NATO and Russian Federation do work with each other and both are having technology but the only place were both will have disagreements will be the economic sphere. Russian use to be the largest supplier of defense equipment which is being over taken by other countries and its even the same with United states. When it comes to Nuclear and Space sector then even here other countries are able to do the same.

Both will try to work with other regional powers.
