In an interview with a journalist, the prime minister of Pakistan Abbasi spoke about suitability of Shehbaz Sharif for the slot of premier. With growing popularity of Shehbaz Sharif, the chief of the largest province of Pakistan has earned international acclaim for its dedication and art of delivering. German Ambassador at the groundbreaking ceremony of power plant near Jhang, praised Shehbaz Sharif and was of the view that he prioritizes all of his projects and doesn’t sit idle unless he finishes. Even international community is on the same page, his commitment, dedication and leadership skills to make other officials work too, have earned him the title of Shehbaz Speed that too by Chinese envoy, he is faster than Shenzhen Speed. Even American CG once commented on Shehbaz’s focus towards work and his expertise to get it done. From American history, Shehbaz Sharif is Robert Moses for Pakistan, US CG added.
During last Jalsa, speaking to a private media outlet atop a rally stage in Sheikhupura, Maryam said that she “500 per cent agrees” with the decision of party chief Nawaz Sharif over the nomination of Shehbaz as the next premier. She said Shehbaz is the most senior leader and most qualified person in the party to hold the executive post of the premier.

Shehbaz Sharif earns Germany’s praise for energy uplift in Pakistan

JHANG – German Ambassador Martin Kobler to Pakistan Martin Kobler on Saturday praised Punjab Chief Minister Shehbaz Sharif for his unmatched efforts to improve energy sector in the country.

The ambassador expressed his views during a groundbreaking ceremony of 1263MW Punjab Power Plant.


Prime Minister Shahid Khaqan Abbasi laid the foundation stone of a power plant in Jhang today along with Chief Minister Punjab Shehbaz Sharif.

The 1,263 Megawatt LNG (Liquefied natural gas) power plant will be constructed near the Trimmu Barrage and is estimated to cost USD800 million.

The project is being funded by China and Punjab government and is expected to be completed in 26 months, however, it will start power generation of 810 MW within 14 months.

Addressing the audience at the time of agreement for the said project, Punjab Chief Minister Shehbaz Sharif had vowed to end the load shedding with concrete measures by the Pakistan Muslim League-Nawaz government.

The Chief Minister pointed out that all power projects had been completed speedily with utmost transparency.

US diplomat all praise for Shahbaz Sharif

LONDON: Former United States Counsel General Zachary V Harkenrider lauded on Saturday the vision and management skills of Punjab Chief Minister Shahbaz Sharif, saying he was tremendously impressed by his leadership skills.

Zachary V Harkenrider served as the Consul General of the United States in Lahore between 2013 and 2016. During the period, he was able to work closely with Shahbaz. Harkenrider was responsible for all activities of the US government in Punjab. He is currently working at US embassy in London as a senior diplomat.

The former Counsel General seemed quite impressed with Shahbaz Sharif. In an interview, Harkenrider said Sharif's "leadership skills, dynamism, and vision” allow him to make sure the goals he has set are delivered in practical form.

“You have got lots of leaders in this world in my country and other countries who are capable of visualising success or where they want to go, they are the people who are very good at implementing projects. It’s very rare to find somebody who blends both qualities and Shahbaz did that and that’s why I found him quite impressive and unique in my experience,” said the diplomat who worked closely with the Punjab chief minister.

“It's not only his strategic vision of where to take his province but also a practical capacity to implement that vision in the day to day life of his country and his city, that’s something completely unique in my experience in the developing world,” he said.

“I have never seen anyone who is that capable of matching vision and execution as Shahbaz Sharif was. Despite having served in a dozen countries, it was Sharif out of all the leaders he has met to date who left a lasting impression,” the senior US diplomat added.

The US diplomat said that Shahbaz Sharif was a “good man and he provided great leadership to the people of Punjab”. He added that they were working so hard to try to improve the US-Pakistan relations and try to invest in Pakistan’s success. “It was great to have a partner like Shahbaz Sharif who was clearly every effective in getting things done.”

People like Shahbaz Sharif are needed in leadership roles in order to pave way for genuine development; Harkenrider linked him to Robert Moses who is an instrumental character in the history of New York.

“The book, titled The Power Broker: Robert Moses and the Fall of New York, by Robert A Caro shows you what that kind of energy can do to transform a city, transform a state to bring together the powers of the government for a collective good wedded to a vision and that’s what I saw in Shahbaz Sharif.

"I saw in him a man of compelling vision with real leadership and management skills and the capacity to translate concepts into action and that is unique in politics very few leaders actually have that ability," Harkenrider stressed.

Harkenrider said that there was a whole depth to the Punjabi culture, and particularly, the Lahori traditions which goes very deep. It has deep historical roots. I am a Persian speaker so I was able to understand some of the cultural foundations of the Punjab, he noted.

"I ran the ambassador’s cultural preservation fund and contributed towards conservation and preservation of some of Punjab’s great cultural heritage and historical monuments" from shrines in Multan to mosques in Lahore.I am a historian by background and diplomat by profession. It was a great fusion of our assistance resources and Pakistan’s rich deep history. And it gave me a great appreciation for the country’s texture,” he added.

Zachary Harkenrider, who is working in the political section of the US Embassy in London, said that the fact that Pakistan and the US were not happy with each other and asking each other to do more show that how much both needed depended on each other.

“US placed tremendous importance to its relations with Pakistan and vice versa. We work together on shared priorities and not only in the security sphere but in the economic sphere too. The US has provided over 50 billion dollars of assistance, both economic and military to Pakistan in the last 15 years, and that reflects the tremendous priority that we have for relations with your country,” he said.

He said that the US also valued Pakistan because it has the potential to be a great Asian success story. “When I look at the picture of the economic growth that we saw in the last few years, the tremendous success in energy, culture, free media and you name it, this is an Asian success story that’s waiting to happen and I am proud to be part of that. And the emphasis the United States places on Pakistan is not misplaced when you consider the tremendous potential of that country in contributing towards a prosperous Asian future,” said the diplomat.

"It was great to have a partner like Shahbaz Sharif who was clearly very effective in getting things done,” the diplomat concluded.

I dont give a dime, Shahbaz is involved in Model town massacre and should be investigated, but no Noony bogeys are too happy to bow down to royal highness queen maryam, Building more power plants is not going to solve the issue, need to overhaul the outdated transmission lines to prevent power loss. there is already enough energy to meet the demand, due to massive circular debts the existing power plants wont produce more electricity.

We live in Pakistan and not in UK, USA or UAE so we compare SS performance within Pakistan.
Shahbaz Sharif's performance speaks for itself. Now Anyone can compare SS performance with any CM, especially with PTI's last four years (from 2013 to onward) performance in KPK.

LAHORE / ISLAMABAD: Punjab Chief Minister Shehbaz Sharif is considered to be an obvious choice for PML-N president, while Senior Vice President Yaqoob Khan Naseer is expected to be elevated as acting president of the party, The Express Tribune has learnt.

Immediately after Nawaz Sharif’s disqualification as party president, Pakistan Muslim League-Nawaz went into consultative mode. A high-level party meeting was called in Lahore at Jati Umra presided over by the deposed Prime Minister of Pakistan and now the disqualified president of PML-N Mian Muhammad Nawaz Sharif and another high-level meeting was called at Islamabad by the Prime Minister of Pakistan, both to review the situation, according to PML-N Chairman Raja Zafarul Haq.

Punjab Law Minister Rana Sanaullah said that the decision of the court to disqualify Nawaz Sharif from party presidency was biased and against the law.

Is Nawaz League turning into a Shehbaz League?

He said that parliament has a right to draft legislation and the courts cannot take away that right. He claimed that such a decision against Nawaz Sharif was expected and will have no impact on the party. He said that Nawaz Sharif was, is, and will continue to be the leader of the party and that any leader selected to fill the top slot would follow his lead.

He said that previously when Nawaz was disqualified from party presidency, he chose Shehbaz Sharif. “Shehbaz remains the natural successor and continues to be the prime choice of the party for the slot,” he explained, adding that the decision will be ratified during a general council meeting in the next few days.

PML-N Chairman Raja Zafarul Haq said the wind was moving in Shehbaz Sharif’s direction, but no formal decision has been taken yet. He said that general council session would be called soon to ratify the party’s decision.

Senator Mushahidullah Khan said that according to the legislation of the party, a senior vice president will be elevated as the acting president. For the selection of a permanent president, he said a member of the Sharif family would be considered. He said that any decision would finally be taken and ratified in a general house session of the party. He said that Nawaz Sharif was coming to Islamabad on Thursday, where many issues would be discussed.

According to a source, the party has already gone into confrontation mode with the judiciary and will continue to exert pressure on it through the public. He gave the example of Sanaullah’s claim regarding the court decision and remarks given by judges.

In recent months, former prime minister Nawaz Sharif took some key decisions related to PML-N including the reconstitution of its Central Working Committee and Central Executive Committee, the award of party tickets for Senate polls, by-polls at respective National and provincial assembly seats and other measures.

All these decisions stand null and void now following the SC decision to disqualify him from heading the party.

Even though Sharif now stands disqualified from heading PML-N, he has convened an ‘informal’ party huddle at Punjab House in Islamabad today (Thursday). The party leadership is expected to put weight behind Sharif and announce support for all the ‘informal’ decisions he would be taking regarding PML-N in future after being officially disqualified. The meeting is expected to confirm the new party chief.

Senior party leaders suggest that powerful circles in the party are not in favour of immediately having a regular party president elected to demonstrate that Sharif “cannot be replaced” and the option to assign the reins of the party to an acting president is being favoured.

Uncertainty shrouds appointment of PML-N’s ‘permanent’ chief

Another option, the sources said, is to keep the party ‘headless’, while Raja Zafarul Haq, in his capacity as PML-N chairman, may temporarily run party affairs. However, sources said that the elevation of a PML-N president would be necessary to award afresh tickets for the Senate polls. It is still not clear whether the Election Commission of Pakistan would announce a fresh schedule for Senate elections or it would only seek fresh nominations from the PML-N as the Senate tickets awarded by Sharif in his capacity as PML-N president have lost legal status following the top court’s verdict.

Electing a permanent PML-N chief, party circles say, is a tough call for PML-N given that Shehbaz Sharif and Maryam Nawaz, the two obvious candidates for party chief’s position, are locked in serious differences and elevating either one of them would offend the other. Lately, reports also suggest that Kulsoom Nawaz may be handed party’s presidency in order to allow Sharif to call the shots from behind the scenes.

In case the ECP seeks fresh nominations from the PML-N, finalising the candidate list would not be a problem since it would only require a rubber stamp on Sharif’s approved list by the new party chief, a PML-N senator said while requesting anonymity. “Candidates would remain the same. Only the party head would change,” the lawmaker said. Sharif had also awarded a ticket to Pir Iqbal Shah, who defeated Ali Khan Tareen, the son of Pakistan Tehreek-e-Insaf’s bigwig Jehangir Tareen in the recent Lodhran by-poll.

In case the ECP decides to go ahead with holding Senate elections on March 3 under the existing schedule but with the exclusion of PML-N candidates, problems would mount for the N-League, but sources said any such scenario is unlikely as upper house polls without the PML-N would bring into question the transparency and legitimacy of the electoral process and draw public opposition.

A source said the PML-N leadership was already expecting that Sharif would be disqualified by the Supreme Court, but the top court’s decision to declare all of Sharif’s decisions as null and void caught the party by surprise.

Shehbaz tops honesty charts; leaving behind Imran Khan, govt reduced corruption and improved transparency: Transparency International

Punjab Govt plays pivotal role in development, energy and social sector reforms.

In a survey released by Transparency International, Shehbaz Sharif was voted honest by 49% of the respondents, followed by Nawaz Sharif, at 40% and Imran Khan at 26% and Asif Zardari at 1%. The figures about government’s role in eradication of corruption were also released, PMLN outperformed other parties in reducing corruption and ensuring transparency. Results covered a time span of 3 decades, and reviewed all the governments in between.

Corruption Perception Index (CPI) Score of Pakistan during PMLN led government during last five years, has continuously improved. In 2012, Pakistan’s CPI was 27/100, which has increased to 32/100 in 2017. Whereas CPI score of many developed and developing countries has drastically decreased. When PPP left, Pakistan’s rank from the bottom was 36 and now Pakistan’s number has reached 64 from bottom, government has gone a long way, similarly it improved in 1997 and 1998, at 5 and 15 respectively, which was 2 in 1996 during PPP led government and 13 in 1999 during Martial law.

Confidence in the leadership and the promises made have allowed a favorable enabling environment for investment and public private partnerships. Despite political protests and demonstrations, specially at the start of the term, Pakistan has been able to do well on the Stock Exchange and in terms of market competitiveness internationally. At the federal level and in Punjab, international contractors have been involved in mega projects across public transport, health and power generation in addition to many others, worth billions of rupees, with very few reports on corruption within the contracts and immediate investigations into any potential allegations.

This has in fact been commended by leaders of China and Turkey as well (Governing the Ungovernable, Dr. Ishrat Hussain) which goes to show that there is confidence in the ability of Punjab and Pakistan as a whole to commission and complete contracts without corruption.
The role of the Punjab Government in exploring public private partnerships such as outsourcing, has also facilitated transparency. It is believed that the private sector is able to manage funds more productively, aggressive efforts to improve efficiency of the market structure beyond rigid government architecture is therefore commended and builds faith in the fact the government is trying to bridge the gaps identified.

The existence of public sector companies to innovate service delivery is another factor that supports this. These section 42 companies mimic private sector companies, and report to a board of qualified technocrats, experts, academics and government officials so that there is an added layer of accountability to the departments, further transforming the modes of governance.

Similarly, increases in revenue and savings which are now more widely reported as well have helped society view the government as transparent or at least moving in that direction. This includes the role of improved public procurement, particularly through technological interventions, strong negotiations and centralized procurements where Government has reported savings of billions of rupees. An example in this regard is PKR 682 billion saved in 12 mega projects in Punjab in last 5 years. This includes power plants, Orange Line Metro Train, Metro buses, Chiniot iron ore deposits and Punjab Safe Cities etc.

Moreover, the increase in taxation revenue at a provincial level such as the increase collection of GST by the Punjab Revenue Authority has improved perceptions. Social sector reforms in Health, Education, Water, Sanitation and social protection has increased transparency particularly through the increased accountability mechanisms. In education, Ghost schools have almost entirely been eradicated in Punjab which is continuously monitored, teachers are hired purely on merit, healthcare funds are also being utilized effectively at a district level through the Health Councils and the drug control regime has an effective mechanism to remove and penalize counterfeit medicines. Members of society are also told that budget allocations have increased with underutilization massively reduced over the years for the social sectors. The Land Reforms in Punjab have been appreciated by international partners like the World Bank. These reforms and their reporting has allowed for greater transparency and improved perceptions of the work being undertaken. Ease and accessibility of information is another reason that transparency has improved.

Multiple helplines for different interventions and departments exist, people are able to contact departments with queries regarding service provision; this dissemination of information has also affected the perception of governance in a positive light. The existence of citizen feedback models such as through the Punjab Information Technology Board have also allowed for closer coordination with citizens; not only do people feel important that their opinion is being taken into consideration but their feedback is actually taken by the departments to make corrective action. Technological advancements and open access websites reporting service delivery data, such as that for education, immunization, land records and others are some of the factors that have brought citizens closer in their opinion to what they think the government is doing.
