The world-famous 30th President of the United States (1923–1929) John Calvin Coolidge Jr once gave a beautiful statement on why consistent development is essential to any society’s progress. He said, “All growth depends upon activity. There is no development physically or intellectually without effort, and effort means work.”

These words picture perfectly signify the diligent personality of Punjab Chief Minister Shahbaz Shaif, for whom intensive effort is all about commencing projects which in true sense can add value to both human and society’s development.

CM Punjab’s vision of development in South Punjab is an excellent example of it, where he throughout his previous and recent tenure, has constantly toiled for the growth in health, education, infrastructure and transport sectors, results of which are evident now.

The recent inauguration of state of the art health facilities in Multan is a great illustration of how CM Shahbaz is effectively applying all available resources, to empower the South Punjab people with every basic facility.

In his visit to Multan on Wednesday, the chief minister inaugurated the extension of 150-bed Children's Hospital completed at a cost of Rs1,929 million . The present Children's Hospital, Multan having 300 beds was also made during CM Punjab’s government in 1998. The hospital is located in the heart of city, and is catering to the whole Southern Punjab, North of Balochistan and Sindh. Construction of the newly inaugurated expansion project was completed in just one year, and a comprehensive approach to preventive pediatrics and community programmes to combat malnutrition and unhygienic condition has been started by the hospital as well.

Apart from this, the other significant health facilities include burn unit at Nishtar Hospital, Multan (Rs807 million), Multan Institute of Kidney Diseases (Rs1,399 million), Shahbaz Sharif District Headquarter Hospital, Multan (Rs411 million) and Regional Blood Center, Multan (Rs300 million).

It is important to mention that the regional blood center has also been made operational earlier in Bahawalpur. Both these regional blood centers have been set up under Punjab Government’s Safe Blood Transfusion Project, and 40 hospitals of South Punjab are connected to these centers, while in the second phase, centers like these would be established in Lahore and Faisalabad. Also, all of these centers will provide safe blood to the linked hospitals for free.

Both the centers are equipped with the latest machinery and highly qualified staff, and are expected to offer safe blood to over four million residents of entire South Punjab including Multan, Muzaffargarh, Khanewal, Lodhran and Bahawalpur.
The CM during his visit to Multan had also inaugurated digitally operated cold chain storage, which is first of its nature in Pakistan whose warehousing will be managed by the TCS. Because of it, there will be remote possibility of any kind of embezzlement in the distribution of medicine.

Moving from health, the transport sector in South Punjab has also witnessed great success, an apt example of which is the 18.5 km long Multan Metro Bus service. This great facility is providing massive benefit to the people belonging to all walks of life including students, traders and laborers, and this great service is proving fruitful in boosting trade activities in the city as well.

Energy sector is one another area, where the solar energy plant of 400 megawatts established at Quaid-e-Azam Solar Park in Bahawalpur, is momentously covering the substantial electricity needs of South Punjab’s population. While this whole project is of 1,000 megawatts, it will be upgraded to it subsequently. Also, a Turkish company in Bahawalpur is in process of setting up a 300-megawatt solar project with a tariff of six cents per unit, which would be the cheapest solar tariff in Pakistan’s history providing low-priced electricity to the people.

Well this is Shahbaz Sharif for you! A man who believes in pursuing dreams that are centered on providing every single benefit to the people. The development projects within Southern Punjab during CM Shehbaz rule, will go down in history as remarkable ventures which gave people a huge help, and it would not be wrong to say that CM Punjab’s vision of developing South Punjab is becoming a reality now.

I am not PML N fan but no matter how much people and media go against them (which is normal in Pakistan for every govt in power) the development they have done for common people speaks alot specially in Punjab and people there will again vote for them in elections due to their work.

Punjab sets high benchmarks of efficiency, transparency

Rs682b savings in 12 mega projects

Pakistan is an underdeveloped
country with a lot of natural re
sources. It is blessed with four seasons, mountains, rivers and fertile agricultural land. Resources are abundant but there is need for proper and transparent utilization of such resources. Every penny is precious for the development and it could only happen if there is dedication and commitment. Punjab Government under the dynamic leadership of Chief Minister Punjab Muhammad Shahbaz Sharif sets high benchmarks of integrity, efficiency, transparency and merit in the province and all resources are being spent for the uplift of the province and welfare of the people. Punjab government initiated mega projects for the development and prosperity of the people and new record was set up by saving 682 billion rupees in 12 mega development projects, and this saving is being used in other public welfare schemes.
In only three projects – Chiniot Iron Ore project,

Energy and Orange Line Metro Train – Punjab government saved Rs. 587 billion. One has to agree that due to integrity, transparency and efficiency this huge saving was possible. Likewise, 62 billion from Land retrieved from illegal occupants, 11 billion from Lahore Waste Management Company, 6.8 billion from Lahore Ring Road (Southern Loop 1& 2), 4.6 billion from Metro Bus Network (Lahore, Rawalpindi & Multan), 3 billion from Punjab Safe City Project,3.1 billion from Pakistan Kidney & Liver Institute (PKLI), 2.8 billion from Self Employment Scheme, 1.0 billion from Procurement of Quality medicine and 1.0 billion from Solarisation of Schools were saved. 682 billion savings mean for Punjab, it’s almost twice the size of annual development budget. Provision of record development budget to South Punjab is also an honor for the PML-N government. Of course, the transparency, quality and speed are the distinctive features of Punjab government that is why “Punjab Speed” is not only famous in Pakistan but also in the whole world.

Punjab government has many projects to its credit including education, health, agriculture and other sectors whose positive impact has raised the living standard of the public. Shahbaz Sharif is optimistic that on the basis of performance, PML-N will come into power again with public support in 2018 elections, and expressed his determination to bring Pakistan in the line of developed countries. According to CM Punjab’s statement during a high level meeting, “Punjab government is fast tracking the execution of public service projects, as timely completion of uplift projects is on its priority list.” During the meeting pace of progress in respect of ongoing development projects in the province was reviewed. He held that public welfare oriented projects initiated by Punjab government are matchless in terms of transparency and standard. In a recent survey, a large majority of Pakistanis said they were satisfied with the performance of the PML-N led provincial government in Punjab.

According to results of the last Gallup Pakistan survey, 49% of the respondents from across the country said they were satisfied with the Punjab government. This figure increased even further with Punjab residents, 61% of which said they were satisfied with their provincial government’s performance. The numbers were backed by results of the Pulse Consultant survey, which showed that 41% respondents from across Pakistan and 49% from Punjab approve of the performance of the Punjab provincial administration. Of course, it is an acknowledgement by the people about the achievements of the Punjab government in the fields of health, public services and education. In 2014, CM Punjab Shahbaz Sharif had inaugurated the ‘eLearn Punjab initiative. The basic idea behind the project was to revolutionize education and keep abreast of the latest developments as properly as we imagine it in this day and age.

It carries the aim of infusing vibrancy into education by making an online portal interesting so that students and educators derive pleasure in exploring, learning, teaching and testing themselves. The eLearn Initiative is spearheaded by Punjab Information Technology Board (PITB). It envisions training teachers to use engaging video content, simulations and classroom activities.

The objective is to improve learning and teaching outcomes. A number of other Mega Projects are also there including Metro Bus Service Multan, Lahore and Rawalpindi, under completion orange train, Punjab Land Record system, Energy Projects, Ring Roads, Solid Waste management companies, Punjab Education Endowment Fund (PEEF), Provision of modern equipment in Hospitals, establishment of State of the Art Pakistan Kidney and Liver Institute (PKLI) and various mega projects in south etc., etc.

Strengthening South Punjab – How the provincial government is moving in the right direction

It is a common perception that thickly populated South Punjab has always been ignored in Punjab budgets. Every politician targets this part of Punjab in particular by saying if they are elected, they will change the fate of this part of the province that has been neglected altogether.The claims made by these political parties are bit long to mention here so keeping it precise, politicians have deliberately targeted southern Punjab for their own political scorings. They have convinced people that people are in problem and their only solution lies with these parties being in power.

According to Robin S Sharma, “Leadership is not about a title or a designation. It’s about impact, influence and inspiration. Impact involves getting results, influence is about spreading the passion you have for your work, and you have to inspire team-mates and customers.” Can we say this definition is true for ShehbazShareef? After analyzing his performance for past few years I assume it is safe to say ‘Yes’.

The Punjab government had allocated Rs213 billion in the provincial budget for several development projects in South Punjab in current fiscal year. While inaugurating Rs5.5 bn worth of health projects in Multan, the Chief Minister Punjab said that “the resources have been utilized to serve humanity and the same will be done in future as well. Our focus on the development of South Punjab is resulting in huge transformation of this area.”

The CM inaugurated Government Shehbaz Sharif District Headquarters Hospital and later moved to the new block of the Children Hospital and Institute of Child Health in which 150 beds were increased. He also inaugurated a state-of-the-art burn unit at Nishtar Hospital and regional blood centre, along with the Multan Institute of Kidney Diseases which is the largest of its kind in the whole of southern Punjab. He also inaugurated a blood testing laboratory, medicine warehouse and cold chain store.

After the inauguration of DHQ Hospital, he went to different sections, wards and inquired after the health of patients. He also inspected different sections, wards, operation theatres and various medical facilities provided to patients in children hospital Multan.

With reforms from healthcare to education and infrastructure, every aspect is being taken care of. “Punjab is reforming its schools at a pace rarely seen anywhere in the world,” The Economist stated in a report a few days back. “The Punjab Education Foundation (PEF) oversees some of the largest school-privatisation and school-voucher programmes in the world. It has a seat with the ministers and administrators at Mr Sharif’s quarterly meetings. The Punjab government no longer opens new schools; all growth is via these privately operated schools. Schools overseen by PEF now teach more than 3m children (an additional 11m or so remain in ordinary government-run schools),” it adds.

Talking about Energy projects, Shehbaz said “Savings of billions of rupees have been made in all the energy projects. The PML-N government is an example of its own with regard to transparency and I invite all to examine these projects again and again. You will not find any corruption, even of a single penny, in them. On the other hand, we have made a saving of Rs. 100 billion in these projects.”

Numerous other projects have been completed and some are underway including Khadim-e-Punjab SaafPani Programme , Dualization of KhanewalLodhran Road, Establishment of Safe Cities at Multan and Bahawalpur, Khadim-e-Punjab Rural Roads Programme, Revamping of all DHQ Hospitals / THQ Hospitals, Khadim-e-Punjab Ujala Programme, Establishment of University of Veterinary and Animal Sciences at Bahawalpur, Establishment of Muhammad Nawaz Shareef University of Agriculture, Multan (Phase II), Establishment of Khawaja Farid University of Engineering and Information Technology (UEIT) R.Y. Khan, Expansion of CPE Institute of Cardiology, Multan (Construction of New OPD & Inpatient Block) and many more for southern Punjab.

The healthcare system influences one’s ability to participate in the global economy. As much as health is a blessing, it can become a nightmare for the affectee and the family alike, hence provision of healthcare is crucial for any society to flourish and produce the best for oneself, for family and society in general. People are becoming rational and instead of sit-ins and slogans, want practical solutions to the existing problems. With the current services and the ones that are in pipeline, it is safe to say that the biggest province of the country is moving in the right direction.
