Definitely not a Hoot nor a suicide boat. Hoot would tear through the hull and we should be able to see the suicide boat if it was a boat.
It is probably a makeshift sort of weapon that Yemenis came up with. Maybe it was a jetski that was armed with a small payload and its driver jumped out before it hit? Because I don't see any driver either but a Jetski would produce waves like that and its speed would kind of be the same.
It does look a bit like a jet-ski, as far as I can tell (and it's hard to tell!).
A semi-submersible craft could be another possibility (but if so, then that's been supplied by an external power, not an improvised suicide craft.) Iran's semi-submersible looks rather too big in this context.
