Thanks for the clarification @Mosamania . As for the numbers , i didn't know the National Guard was that massive ! Close to 200,000 strong ! Impressive, really.

So -- His Majesty has the power to deploy the National Guard and conduct necessary operations , right? Or does it require approval of the Shura Council ?
Al-Hasani is wrong is that the national guard no longer has the tribal law since it was dropped in 2003 or 2004 I don't remember. The national guard responds only to the king, it is 195,000 soldiers.
It used to be targetted at internal threats but since the 1991 gulf war it changed its purpose to include the defense of the borders, when recently the terrorist attack happened that killed 3 border guards it was the SANG that was deployed. The army now has also the extra focus as an expedentiary force while the SANG holds the border of need be.
The emergency force is the country's first like of defense against terrorist attacks, they are 32,000 soldiers who report to the interior ministry.
There is no need for Shoura council approval they are an "Advisory body", not an equal to a parliment but it has just enough powers to register as part of the UN recognized parliments.
