good question. maybe everything will be rail mounted, things like monorail (short distances) and hyperloop (long distance travel). not so sure about police though, maybe they will use some sort of jetpacks ?
UAE already tried this, a zero carbon city with no roads or cars. it is called 'Masdar City'.
You know what happened to it? it FAILED massively, the city is empty and no one cares about it and the project got massively downscaled.
There are cities in Saudi Arabia that still get flooded every year due to a terrible drainage systems. Rather than wasting money on a pet project of Bin Salman that will only fail and only be available for the ultra rich like all the other failed project cities it launched in the past decade like King abdullah economic city (KAEC). It would be better use common sense to Fix and improve current major cities like 99% of the worlds nations do
