Riyadh, Asharq Al-Awsat—In a speech inaugurating Saudi Arabia’s Shura Council, King Abdullah Bin Abdulaziz hailed the Kingdom as an “oasis of peace” in the middle of a “chaotic” region.

The speech was delivered on behalf of King Abdullah on Tuesday before Saudi Arabia’s Shura Council, or Consultative Assembly, by Crown Prince Salman Bin Abdulaziz, and inaugurated the sixth session of the Council’s third year, according to the Saudi Press Agency (SPA).

During the speech, King Abdullah acknowledged that Saudi Arabia was facing “unprecedented regional challenges” but stressed that the Kingdom would continue to enjoy “peace and stability.”

As for the slump in oil prices, the Saudi monarch said the government would deal with the international oil market with “wisdom and astuteness,” as it has in the past.

The Shura Council welcomed the King’s speech with Speaker Abdullah Bin Mohammed Al-Sheikh emphasizing the Council members’ commitment to carry out their duties in the next session.

The full text of King Abdullah’s speech can be read below:

In the name of Allah, the most Gracious, the most Merciful,

Praise be to Allah and blessings be on his Messenger, our Prophet Muhammad and his Companions,

Brothers and sisters; members of the Shura Council,

Peace be upon you.

At the beginning of this annual meeting, which brings us together with an elite group of the sons and daughters of our beloved country, I am pleased to thank you for the work the Council has accomplished and the decisions it has made which have contributed to guiding the choices of the government and the decisions it has made in accordance with the interests of the country and its citizens.

The efforts of the founder of this country—may God bless his soul—resulted in the formation of this great nation. It is now our responsibility, both as a government and as a people, to protect it, maintain its status among other nations, and defend its supreme message. This is a message that emanates from the tolerant values of Islam, as well as from the desire for dialogue and interaction with other nations in order to attain mutual humanitarian goals.

Your council embodies the unity of the country as its work embodies participation in the decision-making process. You are among the leaders of national opinion on which the state depends to shape the present and future of the country. This puts greater responsibility on you to confront the challenges your country faces, and to push the process of national development in all its aspects forward to achieve the country’s aspirations.

Your country exists in a region that is going through several crises that have bred great challenges. With God’s grace and due to the cooperation of your council and the coordinated efforts of your government, we were able to deal with these crises, and respond to these challenges in a way that made your country an oasis of peace in the middle of a disturbed environment.

Today—as you know—your country is facing unprecedented regional challenges that resulted from the severe crises that swept through neighboring or nearby countries and that pushed them towards the quagmire of civil wars and sectarian conflicts. That should make us cautious, and I would like to assure you that your leadership is aware of these challenges and their consequences. With God’s help and support, your country will continue to enjoy the blessings that God has bestowed upon it, foremost among which is the blessing of peace and stability.

You all know the new developments in the international oil market, which were caused by several factors, foremost of which is the weak growth of the international economy. These developments are not new to the oil market. Your government had dealt with such developments in the past with wisdom and astuteness. It will deal with the current developments in the oil market as it did in the past.

The Kingdom will continue to defend its economic interests and its international status through a national perspective that takes into account its citizens’ prosperity, sustainable development and the interests of present and future generations.

We assert that true development is carried out according to measured steps that take into account the requirements for reform. Good decisions are the ones made away from emotions and serve the country and its citizens. You have a huge responsibility towards citizens as you consider whatever issues you are requested to consider, and I am confident that you will meet this responsibility.

We ask Allah to guide us all to better serve our religion and our country.

Don't just sit there and live in a fool's paradise its time to lead the mislead. Play your role and take Muslims in a better direction or people will overthrow you and it wont remain the 'oasis of peace'.

Arab leaders for most part don't want to take Muslims in better direction. And as of currently majority of their populations think in the same way. Iranian leaders are only looking out for their interests. In the end no leadership in this region(That is capable of creating change) wants to lead Muslims into better direction.

Yes! By creating chaos around the world, funding jihad, their own version of Islam, Saudi Arabia is an oasis of peace.

What is the better direction?

OT : Isnt King unwell..? There were reports of him being on ventilator..

Al-Qaeda, ISIS, Shia terrorist groups, Arab nationalists, certain Islamists, MB etc. all hate the House of Saud. So what is exactly the surprise here?

He is after all 90 years old. He has been suffering from pneumonia but is stable now. He has been a great leader. The best in my life-time anywhere in the Muslim world. He would have done much more had it not been for certain ultra-conservatives with power (clergy).

Anyway his successor has already been found (Salman) and so has Salman's successor. So there will be no trouble and the current internal policies will continue.

That's not to say that reforms are not necessary and that ultimately a constitutional monarchy is necessary. But such changes must happen gradually and given the neighborhood (ME) there are more important matters currently.

The most important thing is that he has served his country and people very well. That is why he is so well-liked and respected in KSA by almost all groups in the Kingdom. Under his 10 year old rule KSA has made remarkable progress on most fields.

I for once will miss the old man. He has not long left but we are all going to drive through the same road one day so be wary what you wish for.

P.S: As I have stated 100's of times then I am no fan of the House of Saud but King Abdullah is an exception. You must know KSA from the inside to understand why he is well-liked by almost all people regardless of their sect, ideology, region in KSA etc.

Well said, brother. As one who loves my Emperor, I can only empathize with Saudi Arabians about their own. Irrespective of what others , clearly anti-Saudi, will say, The House of Saud has been pivotal for the development , peace and stability of the Kingdom.

House of Saud members generally live a long life. If you take a look at the 6-7 past generations of King Abdullah on his paternal line all of them have lived at least 78 years. This is in a span of 300 years. On average about 80-85 years. Must be the genes.

Well, love is a strong word and I generally do not support people (regardless of who they are) blindly but I do have special respect for King Abdullah as I have liked his policies and I like him as a person too. I don't know him privately obviously so I cannot comment on issues that I am not aware of.

The thing is that there have been so many dynasties, rulers etc. on the Arabian Peninsula and the Arab world as a whole (probably only rivaled to Europe) that so many ancient family dynasties, former ruling families, ancient tribes etc. could lay claim on various historical regions in what is now KSA and the Arabian Peninsula, cities, towns, villages etc.

As a Hijazi Hashemite I am supposed to hate/dislike the House of Saud due to history but that's what it is. Past history. In any case although I am generally a traditionalist and monarchy as a system practically originating in the Arab world and people not knowing anything else (outside of some of the first city semi-republican city-states originating in what is now the Arab world) I am in favor of a constitutional monarchy rather than absolute rule.

On the other hand you must rally under the flag as your patriotic duty. So the House of Saud plays no role here. People from the various ancient historical regions of KSA will still consider their land as their native land regardless of the ruler and regardless of the entity that they are a part of.

Personally I want to see the Arabian Peninsula uniting into 1 single federal state. That would be beautiful.

Regarding the Imperial House of Japan then it is one of the oldest royal families and dynasties in the world that have played a crucial rule in the history of Japan. House of Saud have only had a role in the history of Arabia for the past 250 years in comparison.:)

The thing here is that had it not been for the House of Saud KSA would not have existed but instead all of those former kingdoms, sheikdoms, emirates, sultanates etc. would have probably continued ruling their own territories. Unity was a good thing and should have expanded into the entire Arabian Peninsula, Jordan and possibly Iraq.

I'm a fond admirer of Saudi Arabia , and I guess I am drawn to it by the stories of my uncle, who worked in Saudi Arabia four couple of year -- he's a chemical engineer for Chiyoda Corporation -- which ha many facilities in the Kingdom of Saudi Arabia -- and he was stationed in Jeddah for a while. As a child growing up, whenever my uncle would come back to Japan, he'd always bring back Saudi dates (one of the best i've ever tasted !) as well as overhearing stories he'd have with my father. I still remember my uncle -- who memorized the names and leaders of Saudi Royal Family -- the competition between the Al-Sudairi Family with the Al-Saud. All the past kings to have been blessed with long life !

I personally am impressed with King Abdulazziz' political prowess by marrying different daughters of the various emirs in Arabia. For example, the mother of King Abdullah, was of the Rashidi Clan, and she was, ultimately, the 8th wife of King Abdulazziz -- to which King Abdullah was a product of. One of the reasons why I admire King Abdullah was when , prior to him even becoming the Crown Prince, he was the Commander of the National Guard -- enjoyed leveraging that to his position, and also effectively routed terrorist elements , uprisers that threatened the Royal Family. When he was appointed Crown Prince, members of the Shura Council then asked him to abandon his position as Commander of the National Guard, then-Crown Prince Abdullah said , in response to their request, " I will not. I will be Crown Prince and will hold on to Command of the National Guard." Clearly , this man, showed to them and others -- that it is is goal and aim to protect the stability of the Royal Family, and thus the entire Kingdom.

May Saudi Arabia remain stable under his rule, and may his successors be as prudent, wise, and effective in policy as he. Long may Japanese - Saudi relations remain. Afterall, the bilateral trade between Japan and Saudi Arabia and the GCC exceeds that of $190 Billion per annum. And this number grows.

Very well balanced speech I must say this. How is his health. Is he stable now?

His Royal Majesty, King Abdullah is in stable health. And we pray that the Almighty blesses him with more years to come. Alhamdulillah.

Thank you for the warm words Nihonjin. In Japan KSA, the GCC and the Arab world as a whole have a reliable partner and friend. I look very much forward to increasing ties between Japan. Especially in the field of science, technology and renewable energy.

Yes, the bilateral trade is huge and increasing. Much potential as well.

I also believe that Japan can play a constructive role in establishing peace in the ME. Here I am especially thinking about the Palestine-Israel conflict which we all hope will be solved soon for the betterment of the region and for the stability of the world.

The bonds between Kingdom of Saudi Arabia and Japan runs deep, ever since the 1950s when the formal relations and development was in earnest. Saudi Arabia, to us, always is a nation associated with : Faith, Credibility, Land of Purity, Land of the Prophet Muhammad, The Gateway to the Near-east.

@al-Hasani , I do wish and hope to see peace between Palestine and Israel. That is an issue that we all yearn for and all sides should actively strive for. Right now, we should also pray and hope for a return to a sense of calm in the Levant and the ravages of war that has affected so many innocent people. The Middle East is such a beautiful land, home to an ancient people, a beautiful culture, glorious history (pre-Islamic, Islamic). I pray and hope for a return to calm, to peace.

Inshallah.
