An Indian was among eight people arrested today in Nepal with a huge cache of drugs smuggled to the country from India, police said.

A team of Narcotics Control Bureau nabbed them from Prithvi Chowk in Pokhara city, a tourist hub in western Nepal, along with 500 morphine, 500 ampoules of diazepam and 500 phenergan, said police inspector Rabindra Gurung.

The Indian national identified as Shiva Kumar Nisha hails from Uttar Pradesh’s Sant Kabirnagar district.

Kumar and Nepalese national Ajay Shahi had smuggled the drugs to Nepal from India while the remaining others were buyers, sellers and users of the contraband, the police official said.

Seven others who were arrested are from Pokhara and the surrounding areas, he added.

The Sashashtra Seema Bal on Friday claimed to have seized 860 bottles of liquor near a village in Araria district along Indo-Nepal border.

SSB’s 56th battalion Commandant Mukesh Gautam said that an SSB team intercepted three bikes near pillar number 189/2 close to Manikpur village under Fulkaha outpost of the district and seized the liquor on Thursday night.

He said the liquor, valued at Rs 4.30 lakh, was smuggled into the country from Nepal by three smugglers. All the three smugglers fled the spot. The seized liquor was handed over to the police.

Four persons died consuming spurious liquor in Rohtas district last week after which Police and excise officials have been on the hunt against those involved in sale and manufacture of illicit liquor in the state.

A ban on sale and consumption of alcohol was imposed in the state from April last year.

A 25-year-old Indian national has been arrested in Nepal for allegedly smuggling drugs into the country.

The Nepal Police nabbed Pappu Shah, a resident of Arariya district in Bihar, following information provided by another drug peddler arrested on Thursday.

Pappu used to illegally bring narcotic drugs from India and supply in different parts of the country, including Kathmandu.

In another incident, a Norwegian national was nabbed from Tribhuvan International Airpot during a security check while he was about to board a flight to Doha. Police confiscated over 2 kg hashish hidden in his leather bag.

The rise in smuggling of contrabands from Nepal has become a headache for Indian security agencies along the India-Nepal border in Uttarakhand, officials said.

Earlier this week, the Sashastra Seema Bal (SSB)--that mans the India-Nepal border--seized smuggled jackets from Nepal worth ₹8 lakh at Tanakpur in Champawat district along the international border.

Prior to this, the SSB seized smuggled cosmetics worth ₹1 crore from the same border.

Smuggling is rampant cross the India-Nepal border as smugglers rake in huge profits by evading customs duty and other taxes. Four months back, a central GST team arrested a man and a woman in Haldwani for smuggling 12 kg of gold across the international border.

Ram Chandra Rajguru, Champawat superintendent of police said they were coordinating with the SSB at Banbasa and Khatima border posts to curb smuggling.

There is multi-level checking at Tanakpur and Banbasa border check-posts in the district where the first checking is carried out by the customs and then by the police, he said.

Intensive patrolling was being undertaken at the places that had no check posts.

“There could be points of entry that are unguarded as there are instances of goods being smuggled into India from Nepal by using the river route,” the SP said.

The Sadra River demarcates the international border along the Champawat district.

“Our focus is to catch these people at the points further away from the international border where they come with their goods to board buses or pass through the authorized check-posts.”

Udham Singh Nagar senior superintendent of police Sadanand Date said there were indications that Rudrapur was emerging as a transit point for goods smuggled from Nepal, but police have stepped up vigil.

“We are constantly monitoring hotels, bus stations and modes of transport that are taken by the smugglers to reach here from the border and the results have been encouraging as we have been able to crack down on cases of human trafficking too,” he said.

The decision to seal the border was taken during a recent meeting of officials from both the countries, Sashastra Seema Bal (SSB) commandant Shiv Dayal said on Tuesday.

“The India-Nepal border will be sealed completely three days before polling and movement of people would also be banned,” he said. Security has been increased in UP’s Lakhimpur Kheri, Siddharth Nagar, Pilibhit, Kushinagar, Bahraich, Shravasti and Balrampur districts.

“Security personnel are maintaining vigil round-the-clock,” the commandant said.

Paramilitary force, civil police and intelligence organisations are also keeping a close vigil on all activities in the border areas, he added. PTI

Purnea, December 11

The police seized 726 kg of ganja worth Rs 75 lakh from a truck near the Barkoni toll plaza in Bihar’s Purnea district, Superintendent of Police, Nishant Kumar Tiwary said on Monday.

On a tip-off, the police stopped the truck on Sunday night and seized the ganja, Tiwary said.

The police also arrested 10 persons, including the driver of the truck carrying the ganja, the SP added. PTI

A police constable was shot dead by unidentified criminals in Bihar’s Vaishali district on Monday, police said. Dipnarain Rai from the Special Auxiliary Police was killed when he was on way to take up duty at the Hajipur jail.

The shooting took place near the prison in Hajipur town, Vaishali Superintendent of Police Ajay Kumar said. IANS

Government issues new guidelines for grant of rewards to be paid to officers, informers and other persons in case of seizures of Narcotics drugs, Psychotropic substances etc.

The Government of India has issued new reward guidelines called “The guidelines for grant of rewards to be paid to the officers, informers and other persons, 2017” on October 10, 2017 to regulate the grant and payment of reward to informers and government officers.


As per this policy, an officer is eligible for Rs. 20,00,000/- reward during his entire career and Rs. 50,000/- at a time. However a maximum reward of Rs. 2,00,000/- may also be given to an individual in exceptional cases by the Apex Central Rewards Committee. Up to 50% of the total admissible reward amount can be given at pre-trial stage if the test report from chemical lab turns positive. As per this policy, the reward sanctioning authority should also consider the factors while granting reward to informers, like accuracy of the information, degree of risk involved, extent and nature of the help rendered by the informer and whether the information also gave clues of the person involved in the drug trafficking racket. Narcotics Control Bureau, Ministry of Home Affairs has been made the coordinating agency to process the reward proposal of other Central and State agencies working in the field of drug interdiction.


While formulating the Reward Guidelines, 2017, the Government of India has also laid down the following principles:-

· Reward should not be granted as a matter of routine.

· Criteria for grant of reward to informers have been prescribed.

· Provision for special efforts made by the government officials in developing the information, effecting the seizure and post seizure investigation.

· It also excludes any work done by an individual officer in his normal course of duties.


As per the new guidelines, the reward scheme will be made applicable to –

· Informers whose information leads to seizures of Narcotic Drugs, Psychotropic Substances, Controlled substances, forfeiture of illegally acquired property under chapter V A of NDPS Act and contravention of rules made there under, which is booked by any Central and State agencies.

· Officers of Central / State / UTs Government empowered under the provisions of the NDPS Act, 1985 who make seizures, successful investigation/prosecution and conduct post investigation work in respect of contravention of provisions of NDPS Act, 1985.

· Officials of other Central / State / UTs Government who assisted in detecting the contravention of the provisions of the NDPS Act, 1985, Rules or order made there under.


The new reward guideline has not only included new drugs/ psychotropic substances in the revised reward policy but also increased the rate of reward of the seized drug. The revised reward scheme has increased the quantum of reward as per the following tables (I & II):-

The Yogi Adityanath government on Wednesday gave its nod to a new law against organised crime in Uttar Pradesh along the lines of the stringent Maharashtra Control of Organised Crime Act (MCOCA).

At a meeting presided by the Chief Minister, the State cabinet approved the Uttar Pradesh Control of Organised Crime Act, 2017.

The BJP government is expected to introduce the proposed legislation in the Winter Session of the State Assembly, which commences from Thursday.

The government said the UPCOCA was brought to check and curb acts of oganised crime and mafia, including land grabs, illegal mining, sale of illegal medicine and illicit liquor, wildlife smuggling, extortion, abduction syndicates as well as white-collared criminals.

The draft of the proposed law, which could be tabled in the Assembly soon, was prepared in consultation with the State Law Department and after an “intensive study” of MCOCA, Cabinet Minister Shrikant Sharma said.

A similar law was passed by the Uttar Pradesh government in 2007-08 when Mayawati was in power but it had to be withdrawn after then President Pratibha Patil refused to give it assent.

Shrikant Sharma, U.P. Cabinet Minister, said it was the BJP government's “priority” to make the State “free from injustice, crime and fear, and establish the rule of law.”

Under the UPCOCA, the State would be empowered to seize the property of those implicated by the law during the period of investigation and properties acquired by people through illegal activities and organised crime would also be seized. State security would also be withdrawn from persons booked under the the law.

Special courts would be set up for the trial of cases under UPCOCA for speedy conclusion. "Criminals will not be able to roam free for too long," said Mr. Sharma.

The government is introducing the UPCOCA when it already has a stringent law to check crime syndicates, the Gangsters Act. However, the UPCOCA would have 28 provisions in addition to the Gangsters Act.

S.R Darapuri, retired IPS officer, was critical of the UPCOCA. He said the present laws were sufficient to deal with crimes in UP and there was no need for a special Act.

Mr. Darapuri also said that the general experience was that "all such laws were misused against the weeker sections of the society," in particular Dalits and Muslims.

"These Special Acts do not help much in controlling crime. The need is for the existing laws to be implemented uniformly. There is a tendency to add more laws to cover up failure of the state in implementing existing laws," Mr. Darapuri told The Hindu.

RANIDANGA: To ensure better operational efficiency border guarding force SSB has got its new intelligence section installed at its Siliguri Frontier. The frontier guards 315 km stretch of 1751 km long Indo Nepal border and 215 km of 699 km long Indo-Bhutan border.

"Our frontier has recently got its own intelligence wing fully operational. That has substantially strengthened our eye and ear at the border. Being open borders, these are highly porous and demand strong intelligence network presence," said S Bandopadhyay, IG SSB Siliguri Frontier.

Commonly known as 'G' section in the security forces, the intelligence wing has come into SSB Siliguri frontier as a part of Ministry of Home Affairs initiative to augment the forces surveillance power. The MHA has already declared the force as a Lead Intelligence Agency and subsequently approved creation of 650 combatised posts for intelligence setup in various ranks from Batallion HQ to Frontier HQ.

In these borders, people from these three countries do not need any visa to cross. This open border structure has developed strong socio cultural tie up. But also there is high level transborder movement of criminals and anti- national elements making the borders challenging. Most of the stretches are infested with ISI activists, Indian Insurgent Groups (IIGs), Left Wing Extremism (LWE), fundamentalists, smugglers and human traffickers and anti India forces. The border area under SSB jurisdiction comprises densely populated foot hills, thick jungles, under developed regions and inhospitable hilly terrains to make it more critical to keep under watch.

During Jan to Mid December 2017, the frontier has recovered items including currency, antiques, narcotics or forest produces worth Rs 553 crore and arrested 1011 smugglers. It has also recovered 39 arms with huge cache of ammunitions.

"By ensuring deeper penetration and gathering much more volume of inputs this new intelligence section will help us in better handling of the borders," said Bandopadhyay.

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved conferment of Central Group 'A' Service and Cadre. Review of Group 'A' Executive Officers of Sashastra Seema Bal (SSB) with net creation of 19 posts of various ranks from Assistant Commandant to Inspector General ranks to enhance the operational and administrative capabilities of SSB.

Increase of existing structure of Group ‘A’ posts from 1253 to 1272 posts are as follows:
  1. Increase of 2 posts of Inspector General (SAG level).
  2. Net increase of 11 posts of DIG /Commandant (JAG level)
  3. Increase of 2 posts of DC (STS level).
  4. Increase of 4 posts of AC (JTS level).
Background:

The SSB was set up in 1963 to inculcate a sense of security, promoting national awareness and security consciousness in the border population. After transfer to MHA in 2001, it has been entrusted to guard Indo-Nepal and Indo-Bhutan Borders. SSB also deployed in LWE affected areas and Counter Intelligence/Operations duties in Jammu & Kashmir and Assam. The present sanctioned strength of the Force is 96,093 having 73 Bns (including 2 NDRF Battalions). Earlier augmentation-cum-structuring exercises were taken in 2005, 2010 and 2011.
