Also, i forgot to mention: the Japan factor. Korea maintains a large navy as a symbolic gesture to Japan: "don't think about it."
I must say tho, for the size of their nation , South Korea is literally 1/3rd the size of Japan, they maintain a naval fleet that is comparable in size to that of the JMSDF.
Fair analysis bro, I share the same view. SK navy isn't instrumental in the big picture of Peninsula security, status quo of which in fact depends very much if not entirely on the China-US factor.
However yes to a certain degree SK would benchmark their ROKN against JMSDF, though not exactly as a threat (as least under current global order) but more as regional counterparts under a de facto US-led tri-party security framework. Moreover SK is effectively an "island" (like Japan) in economic sense, heavily dependent on maritime trade, that could be another national interests driven motive (same for Japan) behind development of naval strength that commensurates with economic weights/dependence.
Hence it's normal too see light aircraft carriers in ROKN, and I believe they along with JMSDF, PLAN will help alleviate burden from USN on providing security to maritime trade routes.
