With extremely slow phase, that's shows Russian weak and poor financial condition, Tu-160 inventory in Russian Air Force is only 36, whereas its US counterpart B-1B was inducted by USAF in 100

US population more than twice Russia population. US has more than twice as many pilots as Russia has. So it's a no brainer US has more than twice as many bombers as Russia has.

Its not population you fool, its about doctrine you fool, initially plan for inductions for Tu-160 was to induct 100+ Tu-160, because they hadn't any intercontinental bomber at that time except Tu-95, and you don't say that Tu-22M3 has a intercontinental range, this is not a truth, Tu22M3 is is regional range rather than a intercontinental range because previous treaties with USA not allow to
Tu-22M3 not having refueling probe to reach intercontinental distances, that's why Tu-160 developed by Russia, but because of the fall and collapse of Soviet Union its production ceased for long time after producing just 16 and because of lack of funds

There were plenty of Tu-16`s actually, but they decided to retire it in 1993 or 1994.

But Russia has far more area to guard and protect than US. Infact more land mass area to protect than any other country on earth.

The euqivalent to the B1B in the Soviet/Russian invetorry was not the Tu-160, it was the Tu-22M

Doesn't matter. Tu-160 can fly from one end of Russia to the other end within hours. They don't need to place thousands of Tu-160 all over Russia.

Compared to photos of US jet construction, this photo doesn't look much like construction. Looks more like a photo op in a big empty warehouse that contains an old partially completed fuselage.

Doesn't matter. Tu-160 can fly from one end of Russia to the other end within hours. They don't need to place thousands of Tu-160 all over Russia.
It can fly but in an event of all out war where all Russian border areas are invaded ,they definitely need much more bombers for bombing enemy positions.

Russia breaks treaties all the time. From breaking Paris treaty and rearming Crimea in the 1800s to breaking Russia Japan peace treaty and invading Karafuto prefecture in 1945. What makes you so sure Tu-22M3 don't have refueling probe? Americans check it? Gimme a break!
