Tu-22M3 not having refueling probe to reach intercontinental distances, that's why Tu-160 developed by Russia, but because of the fall and collapse of Soviet Union its production ceased for long time after producing just 16 and because of lack of funds
But Russia has far more area to guard and protect than US. Infact more land mass area to protect than any other country on earth.US population more than twice Russia population. It can fly but in an event of all out war where all Russian border areas are invaded ,they definitely need much more bombers for bombing enemy positions.Doesn't matter. Tu-160 can fly from one end of Russia to the other end within hours. They don't need to place thousands of Tu-160 all over Russia.
