ISLAMABAD:

As Russia fears losing markets in the European Union (EU) because of the ongoing tussle with the United States (US) and European Union over the Ukraine issue, India is looking to capture Pakistan’s market for exporting gas by laying offshore gas pipeline.

Russian is big exporter of gas to Europe and Turkey and exports were at all-time high levels in 2017 following record-breaking volumes last year. Gazprom said gas flows to what it calls the Far Abroad – Europe and Turkey but not the ex-Soviet states – hit a new daily record of 621.8 million cum. Exports hit a total of 179.3 Bcm in 2016, a significant jump on its previous highest level of 161.5 Bcm from 2013 and well above the 2015 total of 158.6 Bcm.

Russian gas giant Gazprom has already signed a memorandum of understanding with Engineers India on conducting joint studies for a gas pipeline between Russia and India.

According to a Gazprom statement, the memorandum reflected the interest of parties in jointly identifying routes for the gas pipeline from Russia and elsewhere to India in addition to opportunities for cooperation in other areas.

Now, it is learnt, Russia conveyed to Pakistan that it wanted to build an offshore gas pipeline passing through Gwadar port to India to export gas and offered Pakistan to join this project, official added.

Officials said that a high level delegation from the Russian Federation, led by State Secretary and Minister of Energy Yuri P Sentyurin and Deputy Chairman of Gazprom A Vitaly Markelov called on Shahid Khaqan Abbasi, Minister for Petroleum and Natural Resources in early April.

Officials said that during the discussion, Russian side said they wanted to lay an offshore gas pipeline to India passing through Pakistan. They said that they could also supply gas to Pakistan in Gwadar through a pipeline if Pakistan showed interest. Officials said that Pakistan had also expressed a desire to join this project.

Pakistan and Russia had already signed a government-to-government deal for awarding the contract for liquefied natural gas (LNG) pipeline between Karachi and Lahore to a Russian firm for transporting imported gas.

He said that the two countries would enter into another deal of pipeline project for gas trade. Both sides are soon expected to sign a commercial contract for materialising the project.

Earlier, Russia had assisted Pakistan’s largest hydrocarbon explorer, Oil and Gas Development Company (OGDC), in the search for energy resources.

In addition, Pakistan also planned to import LNG from Russia by virtue of a government-to-government arrangement.

The Economic Coordination Committee (ECC) has already given the go-ahead for starting negotiations for the gas import deal with Russia.

Why do always Tribune pk come up with sensational stories? I can say nothing is true in the above post. India and Pakistan are grappling with low point in relationships since Uri attack. And I don't think relations are going to improve anytime soon. Unless relations are better trade or business cannot happen.

Work on TAPI pipeline to kick off in Pakistan this month

Russia with 1,680 tcf has the largest gas reserves in the world. Second is Iran at 1180 tcf. Qatar being third with about 900 Tcf (Pakistan has about 32 tcf). Therefore it is natural that Russia should be looking for new gas export markets but an “OFF SHORE” pipeline! It is such an absurd statement that I have no words to describe it.

Everyone has access to a world map. Can anyone please elucidate as to which sea route any “OFFSHORE” pipeline from Russia would take to Gwadar?

Only feasible routes are either overland thru Caucasus mountains and Iran to Gwadar or thru the Central Asia and Afghanistan via Baluchistan. However Iran route should be totally discarded as Iran is trying to export her own gas to Pakistan. Turkmenistan is also full of gas and hence the TAPI pipeline project. Beside all of these routes are “ONSHORE”.

Natural gas as 'LNG' thru the Black Sea port of Tuapse is far more practicable. It appears that journalists in Pakistan are totally bereft of common sense.

Will Pakistan be paid transmit fees for the gas that passes to India using Pakistan soil?

Unless Indian send yadavs to do that. No one will touch it

Shouldn't be allowed until India join cpec on our conditions. They are free to use chabahar.

Sensational journalism of pakistan.
Title and article seems misaligned.

No problem to pass gass line by land , provided certain transit fees are paid for gas to India
It is a normal custom to charge a Transit fee per year

Due to dangers to marine life it is best to pass any such line by land

Hon Sir,

Due to my poor command of English I did not make my point clear.

In this case it not the danger to the marine life alone. There is no direct ‘Sea’ route from Russia to Pakistan. Shortest sea route is via the Suez Canal. Since the Suez is a shallow water way and extremely busy; any pipe laid at the bottom will reduce the ‘Draft’. Larger vessels could scrap the pipeline causing danger to vessel as well as rupture of the pipeline. Besides, the canal will have to be closed during the time when the pipeline is being laid causing severe disruption to the traffic.

The other route is either round Cape Town /South Africa or along the Arctic Ocean through the Bering Straights. Distance from the Black Sea Russian Oil exporting port of Tuapse to Gwadar via the Cape is about 13, 000 nautical miles. Across the Bering Straits it is even longer

A very rough estimate of 36 inch offshore pipeline cost is about $0.2-million per mile. 13,000 mile pipeline from Russia to Gwadar will cost $2.6-trillion. Even via the Suez, it is 4,900 miles hence cost of offshore pipeline is about $980-billion.

My point was that the journalist who reported this news item should have the common sense to realise that cost of offshore pipeline from Russia to Gwadar is so large that it is simply out of the question. Hence the news must be incorrect.

Niaz sb,

Look at the positive side. If this project gets built, think of how much money Pakistani netas and faujis can make!

Regards
