second .if Iran was allowed to sell it if it can only sell it to government countries not group or political parties for example Lebanese government keep cancelling it arms deal with iran every time Iran want to make delivery so .....

third : making delivery is not easy and it requires international arms delivery license so .............

Small and mobile systems like Hertz 9, Ya Zahra, Mersad can operate in those countries without problems, so what about the fact that not a single one operate sucessfully there?
