Rs600 billion approved for new projects including 150 locomotives

ISLAMABAD: While the current year’s development programme has been slashed to about Rs140 billion, the government approved on Thursday Rs600 billion for 33 new projects, including import of 150 locomotives from the US at an estimated cost of Rs25 billion.

At the same time, the government decided in principle to drop around 500 ongoing projects estimated to cost Rs550 billion as part of “rationalisation plan to create a balance between the new and old projects”.

The decisions were taken at a meeting of the Executive Committee of the National Economic Council (Ecnec) presided over by Finance Minister Dr Abdul Hafeez Shaikh.

The committee decided to meet again to consider the ‘rationalisation plan’ and decide to drop some ongoing projects which might have lost their utility because of delays.

Many of these projects have faced massive cost overruns because of implementation delays, resulting also in the lapse of foreign assistance and incurring penalties for non-utilisation of foreign grants.

The committee approved 33 projects estimated to cost Rs600 billion, including a foreign exchange component of Rs130 billion. The projects pertain mostly to transport and communication, irrigation, food and agriculture, education and health, energy, information technology and city development.

In the transport and communications sector, the committee approved four projects of Rs96.2 billion — procurement of 150 diesel electric locomotives from United States, improvement, widening and construction of Kohlu-Sibi Road Project (length 162.5 km), improvement and widening of Jaglot-Skardu Road (167 km) and extension of Motorway (M-4) from Khanewal to Multan (57 km).

In the energy sector, five projects estimated to cost Rs81.5 billion were approved. These are power distribution enhancement investment programme, procurement of compact florescent lamps, addition of 500 and 220KV substations into national grid and setting up a 320MW combined cycle power plant to be gifted by UAE.

Three projects of agriculture sector were approved to ensure food security — Punjab Economic Opportunities Programme (PEOP), Pak-China National Project for Controlled Atmosphere (CA) and advanced Ventilated Cold Storage and National Project for Enhancing Existing Capacity of Grain Storage.

The projects are aimed at reducing poverty in rural areas and to enhance existing food grain storage capacity.


To provide primary health care and to achieve the millennium development goals, Ecnec also approved the Prime Minister’s Programme for Prevention and Control of Hepatitis, Expanded Programme on Immunisation (EPI) and National Programme for Family Planning and Primary Health Care and Lady Health Workers’ Programme (LHWP).

I have been hearing that since last 5 years.

Sir jee M-4 is divided in 4 sections. They are talking about the 4th Section of Khanewal to Multan. We already have couple of Motorways built in Pakistan and some of them are under construction so you can't say there is no progress being done. The construction work on M-4 started last year and everything takes time bro - nothing happens overnight

This is how it is supposed to go

The M4 will have four sections: (i) Faisalabad-Gojra (58 km), (ii) Gojra-Shorkot (61 km), (iii) Shorkot-Din Pur-Khanewal (65 km) and (iv) Khanewal-Multan (65 km), whereas two large bridges will be constructed on the River Ravi and Shadhnai Channel.

I have travelled on all the Motorways in Pakistan. Actually driven on N5 from Karachi to Peshawar as well.

I have relatives in Multan, Isb, Lahore, so whenever i go to punjab i always enjoy traveling by road.

Faisalabad/Multan Motorway was started long time ago. Like i actually saw them dumping materials, surveying etc. Then it stopped.

What i mean is that the construction is not fast and not consistent enough. It's not that long of a task, after all Multan-Faisalabad route doesn't have any hills, unlike Salt Range.

So it shouldn't take long.

Believe me, i want to drive on it more than anyone! Love the Agricultural lands of Punjab!

But we have to divert funds for various other projects too. The budget for M-4 is divided in 3 years... so they get their funds each year. They can complete this motorway in fast pace but then they will be running out of funds. Everything is pre-scheduled so thats how it is going to be done fortunately/unfortunately :rolleyes:

See that's what i don't like.

They should give the contract to some private firm, let them build-operate and tranfer.

Government doesn't need to chip in.

Private firm can get to collect tolls, run their buses and stop-stations.

In the original plan it was not there, earlier it was planned as E-4 (Expressway-4) from Faisalabad- Khanewal, but later on modified as motorway and the PM got it extended to Multan. It is financed by ADB for the section Faisalabad-Khenawal , last segment is not financed by any agency as of now.Its a two lane motorway with worked started on the 1st section Faisalabad-Gojra(I think). Chinese firm CWE is the contractor while a swiss firm Renerdt is the consultant.

True it was financed by ADB but thats 4 Lane motorway... not only 2

Looks like the controversy over the purchase of new locomotives has been resolved, with locomotives from the US being preferred over the ones from China.

IIRC, the US locomotives offered the best value for the money long term, especially given the poor previous experience with the locomotives provided by the Chinese company that was in the running.

ever wonder where the money will come from?

currently there are approved projects worth 2.5 trillion lying with the planning commission. this we will never be able to clear out resulting in half finished projects being abandoned.. waste of resource while crowding out private investment.

in railways case, well most funds will be arranged through loans. but with bad management coupled with no reforms, ultimately this will only become a burden instead of an asset.

similar is the case with PIA. we feel happy on getting the new planes. but ultimately they only become a burden on balance sheet (debt servicing) as nothing is done to improve the management through appropriate reforms.
