Royal Saudi Navy would be interested to procure 6 FREMM Frigates from France

It depends on the missile's warhead as well. If its weight is less than 500 kg, the range doesn't matter. That's why Greece was able to buy the original SCALP EG after all.
It matters. 300 km with 500 kg warhead is a base. U can have smaller warhead with slightly higher range and vice versa. USA did not sell Tomahawks with 450 kg warheads to Israel because of the MTCR.

I honestly aren't familiar with Naval systems or what 'SCALP' means. Although I understood your point.

So is it possible to fit indigenous cruise missiles into these ships?

Or if they purchase cruise missiles from a separate nation and fit them on these? Is it workable?
I doubt there will be any indigenous Saudi cruise missiles in any observable future. Chinese can sell something, they dont give a damn about the MTCR.

Or the Mediterranean,
This version of SCALP has about 250 km range. See the link above.

Actually it has a base range of 500KM, emphasis on "Base range". And if the UK can provide this I don't see why won't the French provide the SCALP? After all they are gave the UAE the "Black Shaheen".

No.

French version of FREMM can carry naval SCALP with some 1000 km range, but I doubt it will be allowed for export due to MTCR. Unless they cut its range to 300 km.

Such monster size ships are designed for the Arabian sea quite obviously.

GB sold Storm Shadow to Saudi Arabia and the MTCR was told to sod off.

France also sold the Storm Shadow/SCALP cruise missile to the UAE (under the name Black Shaheen) in the 1990s, the United States strongly objected that the sale violated the voluntary guidelines under the Missile Technology Control Regime (MTCR). France sold the missile anyway.

Even the U.S. sold the Joint Air-to-Surface Standoff Missile (JASSM) to Australia so why has there seemingly been no fuss about this apparent MTCR “violation”? I reckon the MTCR only applied selectively to certain countries.

.
One more thing.. it should be noted that the MTCR is not intended to be an absolute bar on sales of long-range missiles (though it does seem to suggest that sales of long-range missile production facilities is right out). Per the agreement’s language, transfers are “OK” if there are strong assurances in place that the hardware in question will only be used for the stated purpose and will not be reexported.

Why aren't they getting an aircraft carrier? Other countries with smaller budget have one or two!

They have warm relationship with us, can grab one and use F15s/rafale

Using F-15s on an Aircraft carrier, yes sir you are a genius.

Also there is no need to get ACs as we don't need to project our power away from home, we can reach most of the globe anyways with out air refuelling capabilities and we don't have any intention of going to war in the American theatre or the pacific theatre, so why get ACs?

Well I'm not airplane literate. But I was merely giving example. They're purchasing lots of jets, so maybe buy a few dozens of carrier jets?

ACs because it shows military might and will scare off Iran. And also the ACs can be used around somalia or to help evacuate saudi citizens. I don't know man, but many countries with small budget have one or two AC. So Saudi should get up and get an airforce to practice on it.
