'A Lot of Work to Do': What's on the Agenda of the Putin-Rouhani Meeting?

In an interview with Sputnik Persian, Russian political analyst Vladimir Sazhi described the itinerary of Iranian President Hassan Rouhani’s official visit to Russia on March 27-28; the leader of the Islamic Republic was invited by Russian President Vladimir Putin.

Russia-Iran Relations Starting From 16th Century and Up to the Present Day
Iranian President Hassan Rouhani will start his two-day visit to Russia with a meeting with Russian Prime Minister Dmitry Medvedev on March 27, Russian political analyst Vladimir Sazhin told Sputnik Persian.
But "the main thing will take place on March 28, when Presidents Putin and Rouhani are due to sit down for talks and will focus on important political issues," Sazhin said.

He pointed to the current clout of Russia and Iran in the Middle East, saying that apart from pressing regional issues, the two leaders are expected to discuss the policy pursued by new US President Donald Trump.

"Also on the table will be an array of issues pertaining to Iran's stance on Russia's interaction with Israel and Saudi Arabia as well as some differences between Moscow and Tehran regarding the Syrian crisis," Sazhin said.

Despite the importance of a political discussion, the talks will mainly focus on issues related to developing financial as well as trade and economic relations between the two countries, according to Sazhin.

He recalled that in recent years, the bilateral trade turnover stood at about two billion dollars, which is "an extremely low figure for such serious economies as Russia and Iran," and which means that Moscow and Tehran have "a lot of work to do."

"More than ten major trade and economic agreements between Moscow and Tehran are expected to be signed during Rouhani's visit to Russia. If the two leaders manage to level out the existing bilateral difficulties, then the relations between the two countries can be developed in a positive and mutually beneficial way in the future," Sazhin pointed out.

He added that there are several areas in which Russia is able to compete very effectively with other countries on the Iranian market, especially the investment one.

These include nuclear and thermal power engineering, as well as some sectors of the Iranian oil and gas system as well as rail transport, where Iran has long been working to attract Russia, according to Sazhin.

"As for bilateral investment cooperation, Russia has already pumped about one billion euros into Iran' railway network, with serious financial injections into bilateral projects yet to be fulfilled. In this vein, the full-fledged military and technical cooperation of the two is also of paramount importance," he said, adding that "all these issues will also be discussed during the talks."

"No doubt, Hassan Rouhani's visit to Moscow will give a necessary impetus to the development of Russian-Iranian relations," Sazhin pointed out.

He recalled that since 2013, when Iran elected Rouhani President, the two countries have continued to bolster bilateral ties as "Vladimir Putin and Hasan Rouhani met on many different occasions."

No doubt, the Iranian Air Force is going to launch a new trade route with Russia. The IRIAF is going to be the fastest delivery service in the world. IRIAF F-14s will transport saffron and pistachios to Russia at Mach 2.3.

Unless anyone can think of a different reason why IRIAF and IRIA generals are meeting with Russian officials...

"Currently, our countries have very cordial and advanced relations and your visit will help make them even more close," Medvedev said at a meeting with the Iranian president. "I would like to express confidence that your visit will open a new page in the Russian-Iranian cooperation."

The Iranian president, in turn, noted "positive dynamics" in relations between his country and Russia in the recent years. ""President [Vladimir] Putin’s visit to Teheran is seen as a new starting point in the development of bilateral relations. I hope we will see another turning point in the development of relations during this visit," Rouhani said.

First guy (IRIA) is Rouhani's Adjutant, the second guy (IRIAF) is Iran's military attaché to Russia.

I think some people here seem to be getting their hopes up very prematurely,so long as the arms embargo remains in place there isnt going to be much chance at all of iran getting any flashy new weapons like the su30/35 for the next 3+ years at least,sadly rebuilding the atrophied branches of irans military seems to have had very,very little priority with rouhani and co.

در مذاکرات هیات ایرانی به سرپرستی منصور معظمی معاون وزیر صنعت، معدن و تجارت و رئیس هیات عامل ایدرو و آندره بوگینسکی مدیرعامل شرکت هلی‌کوپتر‌سازی راشن (Russian Helicopter) در مسکو توافق همکاری دوجانبه امضا شد.
بر اساس این تفاهم‌نامه ایدرو و شرکت روس، در حوزه حمل و نقل هوایی و تولید آمبولانس هوایی همکاری خواهند کرد.
همچنین این توافق در برگیرنده همکاری دو طرف روسی و ایرانی در زمینه تولیدات مربوط به آتش‌نشانی است.
پیشتر هم در مذاکرات هیات ایدرو با مدیران «ترنس مش هولدینگ» بزرگ‌ترین شرکت واگن‌سازی روسیه، دو طرف تفاهم نامه همکاری را نهایی کردند که براساس طرفین در زمینه تولید واگن با فاینانس روسیه در ایران همکاری خواهند کرد.

Russia, Iran discuss industrial projects worth $10B
Russia and Iran are considering realization of joint projects in the industry sector for a total of $10 billion, Russian Energy Minister Alexander Novak said on March 13 meeting with Iranian Communications Minister Mahmoud Vaezi, RIA Novosti reported. “We discussed those new documents which are expected to be prepared for signing during the visit of Iranian President Hassan Rouhani to Moscow, and we agreed that approximately more than 10 such contracts will be prepared,” Novak said. Great prospects in the field of industry exist, since a five-year "roadmap" for cooperation was signed, and now Russian companies and industrial enterprises cooperate with Iranian companies, according to the Energy Minister. “Wagons are already delivered, we are talking about the supply of Sukhoi Superjet aircraft and other areas of cooperation,” Novak stated. He also stressed that for the implementation and development of cooperation between countries it is important to create financial and economic conditions in the banking sector.
"Today, our largest banks are operating in Iran, that means the payment and settlement systems have been restored,” he said adding that currently the sides are working on crediting projects as they are looking for sources of financing, because there are lots of projects which cannot be implemented by using only budgetary means.

It would simply be a bargaining chip. Russia is under sanctions and so is Iran under a renewed one.

Arms embargo is only by the west. Russia doesn't have much reason to deprive Iran of flashy weapons.

No there is a un weapons embargo on iran not just a western one.

Russia is a permanent UNSC member.

Also, if you see the database on arms embargoes, none of the western countries come in it including non-government entities such as BlackWater and other such organisations.

Surprising much?

Basically, Russia can also go around this embargo if it really needs to supply Iran with weapons.

They don't .... They just seek their own interests and strong Iran is not their interest

It sounds like Rouhani is coordinating and plotting the next series of moves with Russia in the Syria end game. Iraq is 90% liberated now, so the 30,000 odd Hashd al Sha'bi and Nujaifa militia's will soon be available to be deployed in Syria. Also coordinating security council moves with Putin to stop the genocide in Yemen. This is an important trip for Rouhani, besides the usual business deals etc.

However this is unexpected development. Must be for the Tu-22M's so they can carry their full load of 30 tons from Hamadan AB. The Backfire's will be back soon for Syria operations:
