BEIJING (Reuters) - Nuclear-armed rivals Pakistan and India will start the process of joining a security bloc led by China and Russia at a summit in Russia later this week, a senior Chinese diplomat said on Monday, the first time the grouping has expanded since it was set up in 2001.

The Shanghai Cooperation Organisation (SCO) groups China, Russia and the former Soviet republics of Tajikistan, Uzbekistan, Kazakhstan and Kyrgyzstan, while India, Pakistan, Iran, Afghanistan and Mongolia are observers.

"As the influence of the SCO's development has expanded, more and more countries in the region have brought up joining the SCO," Chinese Vice Foreign Minister Cheng Guoping told a news briefing."...India and Pakistan's admission to the SCO will play an important role in the SCO's development it will play a constructive role in pushing for the improvement of their bilateral relations."

India and Pakistan have fought three wars since 1947, two of them over the divided Muslim-majority region of Kashmir which they both claim in full but rule in part. Pakistan also believes India is supporting separatists in resource-rich Baluchistan province, as well as militants fighting the state.

The SCO was originally formed to fight threats posed by radical Islam and drug trafficking from neighboring Afghanistan.

Cheng said that the summit, to be attended by Chinese President Xi Jinping, would also discuss security in Afghanistan.

Beijing says separatist groups in the far western region of Xinjiang, home to the Muslim Uighur minority, are seeking to form their own state called East Turkestan and have links with militants in Central Asia as well as Pakistan and Afghanistan.

China says that Uighur militants, operating at the East Turkestan Islamic Movement (ETIM), has also been working with Islamic State.

"It can be said that ETIM certainly has links with the Islamic State, and has participated in relevant terrorist activities. China is paying close attention to this, and will have security cooperation with relevant countries," Cheng said.

The only reason India may want to join SCO is to counter Pakistan. I don't see what other benefit India could get out of SCO.

Its been done to check US hegemony and weakening there hold

Until India is ready to take on China on its own...it is important that US has the power to counter China in Asia. US influence in Asia will help India. Anyway, I think SCO has no future given its objectives are hazzy and also Russia,China, India, the three big powers in SCO, don't have similar vision about the future.

what future holds for Russia, china and India only time will tell but US has not been a sincere friend in long term to any one in the world to India needs to balance its relationships in different organizations. Relationship with US is good in balancing the other factors but needs to be treaded with caution

Not supported by facts. The U.S. has been pretty much a good friend to Europe, Japan & South Korea. Sometimes I have to wonder about the thinking that allows China which went from bhai-bhai to bye-bye to be seen as a closer friend than the U.S. ......

Every country will act in its own interest. Yes, India needs to balance its self interest with US's needs in Asia. And I think India is doing it pretty good.

Thinking that China and India have similar visions for Asia is like living in mirage. As the two largest countries in Asia, China and India will one day cross each other's path.

BRICS is different...the objective of BRICS is to counter West influence on IMF and World Bank. The objectives are clear.

The objectives of SCO are too hazy. What does it mean when SCO say its a security arrangement? Security arrangement against whom? They say terrorism. Now how can SCO counter terrorism?

In my opinion...Both Russia and China have different objectives for SCO...for Russia SCO is to stop NATO's eastward expansion...for China, SCO is a counter weight for US influence in Asia.

The SCO is a pretty successful organization within the context of its well-defined objectives: No terrorism, no separatism and no interference. It is neither NATO nor influence welding organization against the US. Russia and China, along with three other members, are pretty harmonious within the SCO.

Iran should also have been invited.

What is the success of SCO? Can you explain? It has been 20 years since it came into existence. You don't need SCO to live harmonious with your neighbors.

The founding principle of the SCO is to fight extremism, separatism and terrorism. For that purpose, it has been holding annual military drills.

Do not expect the SCO to evolve into a NATO. It was not the intent although I do not know what the future holds.
