Talk about a misleading title. It is not that any money is "missing", it is just that it has not been audited according to the standards of the new law. That is all.

14 years on and still no news about the whereabout of the 2.3 trillion USD …

8.5 trillion, that's half the US GDP not audited. Until now, I have only known of banana republics where money that amounts to 1/2 their GDP is not being audited.
