you can pardon the foot soldiers, but never pardon the planners and masterminds. Its a very dangerous precedent you set. Imagine USA offering pardon to OBL and bring him back to the mainstream.

Hekmatyar mainly killed afghans. US isnt losing many soldiers anymore. they dont give a fck.
We had a pact with some north east insurgents, but they mainly killed police and army. When they start killing civies, it becomes terrorism and cant be pardoned.
