'Delhi HR group suspects RAW involvement in Madhesh turmoil'

In its latest briefing paper, the Asian Center for Human Rights based in New Delhi released September 1, 2009, suspects the role of RAW (Research and Analysis Wing, India) in flaring up violence in Nepal’s Tarai.

RAW is India’s notorious intelligence agency mostly involved in destabilizing neighboring countries more so, Nepal.

To add, RAW works directly under the command of the Prime Minister of India.

The briefing paper entitled, “Madhes: The challenges and opportunities for a stable Nepal”, the ACHR maintains that the media reports that claimed that RAW and other Indian Intelligence agencies of India have had links with the armed Madhesi groups as correct.

“Some news magazine reports suggest that RAW and other Indian agencies had been in close contacts with these groups. This is perhaps correct…”, the report mentions.

More interestingly, the report in an implied manner also holds the Indian government suspect and responsible for aiding the current Madhesh turmoil.

“The Indian State, not necessarily(?) is providing support to these groups”, the report states.

“…but the support to these groups is understood to be coming largely from the local politicians in Bihar and UP, not necessarily the Indian state”.

Importantly, the report further states:

“To be fair, India is in a hot seat. Kathmandu feels that it (read India) backs the Madhesi movement to undermine the Nepali State. Madhesi actors feel that India does not adequately back their movement, and only uses them as a bargaining chip with Kathmandu. But Delhi complicates the situation further by attempting to micro-manage party politics and sending multiple and conflicting messages to different actors. The top policy-makers have the institutional memory to know that encouraging identity chauvinism so close to the border will invite instability, but lower level state officials and non state actors may have a vested interest in fomenting a new conflict.

India urged to take action against Nepali armed groups on its soil

In its latest briefing paper, “Madhes: The challenges and opportunities for a stable Nepal”, ACHR stated that there are multiple Nepali armed opposition groups operating from Bihar and Uttar Pradesh and local politicians, not necessarily the Indian state, have been providing support to these groups.
Armed opposition groups have proliferated in the Tarai and about 100 of them are active at present.

“Improvement of law and order situation in Bihar under Chief Minister Nitish Kumar has also resulted in criminal elements exploiting lawlessness on the Nepal side, collaborating with local operators to loot, extort and kill. The cross-border anarchic setup provides space to international counterfeit currency, drug smuggling and trafficking networks,” stated Suhas Chakma, Director of ACHR.

While acknowledging India’s repeated insistence that it does not back any extremist outfit from Nepal, the Centre stated “Delhi complicates the situation further by attempting to micro-manage party politics and sending multiple and conflicting messages to different actors in Nepal.”

ACHR also called on the government of Nepal to recognise the rights of the Madhesis including their mother tongues and bring an end to the ongoing extrajudicial executions in the Tarai in the name of maintaining law and order. There were allegations of over a dozen extrajudicial executions in the recent past.

Warning about the deteriorating situation in the Tarai, the Centre stated, “The debate over Vice President Paramananda Jha taking oath in Hindi may be over but another conflict may not be if the government of Nepal continues with its clumsy armed intervention by a violent and ill-disciplined security force”.

ACHR has asked the Office of the United Nations High Commissioner for Human Rights to investigate the extrajudicial executions in the Tarai region.
