WASHINGTON -- South Korea may be considering joining a US-led regional forum that it had previously shunned, in an effort to influence US policy toward North Korea, a member of South Korea's presidential policy advisory group said.

Hwang Ji-hwan, a member of the president's commission on policy planning, said the Seoul government, just like the US government, does not aim for a sudden or complete removal of sanctions on North Korea but to do so gradually through a process of diplomacy and negotiations toward denuclearization.

"Seoul is thus trying to coordinate and influence the Biden administration's North Korea policy review process. South Korea is aware that the new administration has a host of domestic and foreign policy priorities more important to Washington than North Korea," the international relations professor from the University of Seoul said in an op-ed published by US magazine The Hill.

"The South Korean president believes it is his duty to lay the groundwork for a sustainable inter-Korean reconciliation process," he added in the article, co-authored by Ramon Pacheco Pardo, Korea chair at Vrije Universiteit Brussel and associate professor in international relations at King's College in London.

The two insisted the Moon Jae-in government welcomes the Biden's administration's focus on diplomacy and working with allies, not only when it comes to North Korea but all diplomatic issues.

"But for Seoul, the real proof of improved US-South Korea relations will be in the North Korea 'pudding'," they wrote.

The authors noted the Seoul government may wish that the US would quickly wrap up its ongoing North Korea policy review and engage with North Korea.

"So it wants to make sure that the policy review process does not drag on for months on end. Or worse, that it ends up with a decision to pursue 'strategic patience 2.0,' " they said, referring to the North Korea policy implemented by the former Obama administration, which they said "essentially kicked the can down the road, allowing North Korea to further develop its nuclear program.

"But the Biden administration might be tempted to revive President Obama's policy anyway, given its many other foreign policy concerns. This would be a disaster for Seoul."

The two argued Seoul was "even pondering" whether to join the so-called Quad Plus to show its commitment to the US-South Korea alliance and "indirectly, influence Biden's North Korea policy."

Seoul has been reluctant to join the group of currently four countries -- Australia, India, Japan and the United States -- which the former Trump administration had the rest of the world believe was an anti-China forum.

"South Korea had no incentive to join an anti-China quad. But the Biden administration wants to shift the Quad toward a group of like-minded countries," said the authors.

"This is more to the liking of the Moon government, which could see membership of a Quad Plus as a means to further strengthen links with the US and gain support for some of its foreign policy goals," they added.

They argued diplomacy and negotiations are the only realistic way to rein in North Korea's nuclear program.

"This does not necessarily mean moving away from containment or the sudden withdrawal of sanctions, which neither Washington nor Seoul advocate. But it does mean engaging in a sustainable diplomatic process involving working-level talks and a step-by-step approach. For the South Korean government, the Biden administration brings hope that Washington will try to walk down this path," they said. (Yonhap)

SEOUL, March 10 (Yonhap) -- Cheong Wa Dae said Wednesday South Korea will consider the issue of whether to join a regional security forum, called the Quad, in an "transparent, open and inclusive" manner.
Seoul has the three-point principle on such a regional security consultation format as long as it abides by international norms, a senior Cheong Wa Dae official told reporters on the condition of anonymity.
He was responding to a question on the possibility of South Korea becoming a member of an expanded club of the Quadrilateral Security Dialogue, widely known as the Quad. Currently, it has four member states -- the United States, Japan, India and Australia.
Their leaders are scheduled to hold a virtual summit Friday. Washington reportedly wants Seoul to take part in the envisioned Quad Plus mechanism.

The Cheong Wa Dae official did not confirm if the U.S. has formally requested South Korea's participation.
He just said the government is receiving information from the Quad members on their "consultations," which he did not specify.
As they are expected to provide more details going forward, "we will review (the matter) accordingly," he added.

Unlike the USSR China actually doesn't mind staring small fights on the border areas which India definitely notice. If they think it will be the same in Europe during the cold war they have to think again.

With South Korea, UK, France etc thinking of joining Quad, we need a new name for the grouping.
I propose calling it DATO (Democratic Alliance & Trade Organization) .

USA may try to lure more members in the QUAD to show its strength in its propaganda warfare against China but NONE of them is really serious and committed to the US cause for one simple reason.
They keep saying the QUAD is not against China but we all knows.


USA may be applying pressure on South Korea but which superpower has more clout over North Korea?
USA threatened to attack North Korea, why didn't they do it? Answer is simple.
USA did not have China consent.

It is a matter of choosing between military conflict and trade.

Apart from USN, none of the others dare to send their warships to sail next to China's islands like USN warships and so it is just a symbolic gesture just to please USA.

As I am advocating, if RAN dares to so that, it may be a good strategy to ram their warship or even sink them.
After all what can Australia do?

China is within its legitimate right to do so under UN sea convention.
So is Australia going to attacks these islands and starts a war with China?

China should counter this by making an alliance with Russia, Pakistan, N Korea

Look what happened to India and Australia for joining Quad. India lost territories and Australia is under a blockade. South Korea will not join this farce and escalate things on the DMZ.. It will quitely sit this one out.

The US went thru the trade war etc etc and the only country yet not punished for being in QUAD is Japan but something may follow suit. Last time SK instilled THAAD it got Hallyu ban for it and this time it may get escalations on DMZ. I am extremely confident they will sit this one out

India did not lose territory but yes there have been serious border tensions. India hesitated to move forward with Quad for a long time to avoid angering China. But then Doklam happened which told India that China would trouble India regardless. Having Quad would atleast give a headache to China to think of.
China only respects strength and tramples on the weak.
We do not want to be like Pakistan which had to surrender Shaksgam Valley to China to buy peace. It is now slowly going into ever increasing Chinese debt and you know this might not end well for them.
S. Korea may not have any immediate benefits in joining Quad and may not do so.
I see nations like Vietnam, Indonesia etc, all nations in S. China Sea dispute opposing China to join Quad in the longer term.

I don't see Indonesia they have good ties with China. They have already accepted non-alignment in this case and friendly with all even QUAD. India lost territories even admitted by US officials and high ranking Indians only the Modi delulu believe otherwise. Pakistan seeded that territory to China for geo-political reasons which was smart planning Pakistan was under isolation and needed friends. China benefits Pakistan's geo-politics by being an arms supplier that is a beneficial ally. Philippines also won't join QUAD as Duterte calculated things right and moved to China. UK won't join either but France is 50-50 not sure either

Are you sure UK will not join. See this news below where UK's Boris is talking about a trans-Atlantic Quad


We do not know where Phillipines will land after Duterte is gone. They do have disputes with China.
It is similar to how Malaysia negotiated with India after Mathahir was gone.

I agree things could change after Duterte but I don't see these EU countries or UK joining Quad they have to much on the line. I think they will secretly and hidden support Quad but will never join it publically meaning the current 4 members will remain in QUAD
