Utter BS pmln has brought unprecedented growth never experienced in the last 700 years, with economic terrorism and never-seen-or-heard before metro, it has brought unprallel growth and success.

Pmln has always upheld democracy by also dragging judges, massacring lahoris in broad daylight all under the wishful name of democracy and success


So it seems like everyone in Pakistan, whether the military, NS or IK.....use the same cheap tactics? I.E killing their citizens, lying about growth, upholding democracy, and success?? The leaders represent the people after all. And when people LIE all the time for their own agendas and put the country behind.....what do you expect from these leaders (whether a dictator, a cricketer or a politician)? They'll lie too!!!!!

ISLAMABAD:
The Asian Development Bank (ADB) has accused the Punjab government of wasting $409 million in loans acquired for introducing reforms, owing to lack of commitment and an overambitious agenda.

A report by ADB’s Independent Evaluation Department reveals the amount has gone down the drain due to the Punjab government’s disinterest in introducing reforms and an overzealous reform agenda.

Pakistan had signed a cluster loan programme of $750 million with the ADB for improving Punjab government’s efficiency through a series of reforms, including civil services, with an overarching goal of increasing the provincial economic growth rate and reducing poverty.

However, an impartial assessment by ADB’s evaluation department shows the programme has failed to achieve its targets after the change of government in Punjab in 2008. The loan period spans over the last two years of former Punjab chief minister Pervaiz Elahi and the five-year term of CM Shahbaz Sharif.

$ 750 million planned and $ 409 million spent.....doesn't mean there was a "LOSS", or corruption involved. It means that PROGRESS was delayed due to late contract awards and procurement. And this goes back to 2008!!!!!

So anytime a government changes and a new one comes in, they change the leadership in places where there ISN'T a political system. NOW that there IS a system in Pakistan, you should start to see less and less of these delays, as the environment has become more competitive and due to competitive bidding and contract clause, both the contractor and the contact awarding party are added to liabilities in case one party causes delays. Which means courts and the media would get involved and the people running projects will be fired.

It take a few years, going from the Jungle's rule (dictatorship, no standard government, etc) to a real process based system. It takes much longer when a system wasn't designed to favor one organization for the past 60 years. You can't blame 70 years worth of fukkups on the people who came into government three years ago. And now some of you want to "move really fast" and do all things right. When the SAME you, don't care about the entire country NOT making ANY progress under the military rule. As you guys have affiliations with the military and its ok if a dictator destroys the country but the civilians shouldn't be given a complete chance, even when they are elected by the people!!

I don't know about the others though, but I have seen Ganja jani (your relative) killing his very own people in his very own constituency.( lahore massacre)

So in that case this lie is not worse than that of Iraq WMD, right? About a trillion dollar or so spent under the pretext of Iraqi freedom, with no WMD in sight. Hell, even Blair admitted playing his wrong part !

What can I expect from nation that has been in war ever since it came to its existence. Pakistan for that matter has yet to reach that level.

The sad part is Pakistani economy grew more in dictatorial times than in democratic times
Incorrect info i am not affiliated with the army in anyway but its standard noon behaviour to call all critics as army funded

That is pretty impressive if true.

So where has the Pmln spent the 409 Million

Does anyone have details on this supposed 'reform plan'? Specifics on how the money was to be spent, how results would be measured etc?

When I look at the 'reforms' introduced by the PPP and PMLN governments in Sindh and Punjab, what stands out is the complete lack of understanding of what constitutes 'reform'. For example, both governments have spent billions creating 'new educated and highly trained special police units', but without creating and/or reforming the overall training, recruitment and career structures of the entire police force, these efforts are nothing by money down the drain that make great media sound-bytes.

The money would have been far better used by investing it in improving current LEA standards and depoliticizing the LEA's.

Bhai.. Forget about the period of 2008 to 2012.. At that time PPP and pmln were million percent sure it was going to be bari bari ( turn turn) and the people ( whom they consider syupid) without choice would keep picking between them thus those four years Pakistan saw zero development in all the provinces as ANP was crap, PPP and pmln tu jantay ho and balochistan was in a horrible situation...

It wasn't until august 2011 that they got a pretty big jolt from minar e Pakistan that there is a third party in rise.. We all saw what happened after that. N was threatened big time and they started a bunch of projects like headless chickens and of course the laptops to get votes...

Imran has been a real driving force and it actually shows how important a competitive environment is for democracy to thrive especially in pakistan.

Kpk progress is hardly surprising.. ANP was horror and the federal was even more horror. Pti has started multiple projects over there which have brought impressive growth and welfare. An impressive show.

I often cut N and PTI some slack since both got tough jobs. N got a country ruined and destroyed by PPP and pti got the most difficult province of Pakistan where problems seem neverending and thanks to ANP things were bad...

However that doesn't mean that both are above criticism or can do as they please.

@Topic: Any attempt to discipline Bureaucracy has mostly been futile. The group continues to be powerful like military to stay out of accountability. Most of these bureaucrats hold dual nationalities despite SCP's verdict disqualifying dual nationals from Civil service. Punjab government needs them to get the job done so they need something in return i.e. no or minimal oversight.
