I would trust the UN report hence Punjab tops in HDI is accurate and fair & extremely hard job given the 110 million population.

Punjab metro and orange train is like putting gold on a dying man.

Frankly this time around bijli (electricity) condition is much better in Pakistan, but Water is serious problem in Islamabad and Karachi!
