Pakistan tries, and is trying a lot. Pakistani diplomats are running around quite a bit to every capital, every international organization, and everywhere it matters.

Pakistan is trying to upgrade it's diplomacy and trying to follow India's diplomatic moves and strategies.

both incidents were different in nature. first indian soldiers were beheaded. then indian did the same. then pakistani infantry soldiers went in. they took positions and killed indians. they didn't took any head or body but pulled pack little closer to loc for logistic purpose.
pakistan was aggressor so it never accepted it.
indians were humiliated so they never accepted it.

pakistan army didn't pull back to loc by to high grounds inside indian occupied kashmir.
in kargil war indian were fighting but in this operation they were caught un aware doing morning assembly. you won't ask about morning gathering if you know any thing about army. soldiers gather to do exercise and wave flags, soldiers are given different task etc. it's done every where. i told you india begged pakistani general of the region to give your area back to you.
first few soldiers were sent to do rekke and then when they saw indian routine they did it.
