Indian government can control things like they used to but they don’t won’t to because they want Bharat to become a Hindu state.
In order to do they that they are using Hindu extremism group to incite violence against minorties and women and now it’s officially becoming a state policy.
BJP wants to state in power and they will do whatever it takes to win the election next year. They have won the previous elections by spreading hatred toward Pakistan.
In my opinion India won’t agree to any kind of talks with Pakistan until after their election.

Also, USA and Pakistan relationship depend on the situation in Afghanistan, and Afghan leadership is taking orders from America and India. It’s tense situation but a clear foreign policy will help Pakistan.
To shut Afghan leadership mouth, Pakistan need to finish building boder fence with Afghanistan on fast track.
