If you know geopolitics of Pakistan, then you should know the answer already.
Here many people are more Loyal to Iran and Saudia then they are to Pakistan..... just like people from France, Germany and Greece move to Moddle east to fight "evil"...... similarly people in Pakistan are also doing the same

The difference is that if such rules existed, they wouldn't return to Pakistan to "free their people" but rather stay at those countries. There would be one big reason for the ones who left to not return.

There is no Iranian in Yemen .. if you see show us ... it's Saudis and its coalition that are killing people ...
In Iraq , without Iranian aids you'd see it as a part of Islamic State now... we've helped Kurds and also Baghdad not to fall in the hands of isis ....
