BEIJING, May 7 -- Chinese Premier Li Keqiang harshly criticized the country's excessiveregulation and red tape on Wednesday, ridiculing that a citizen was even asked to prove"your mother is your mother" when obtaining a government permit.

"How ridiculous! The citizen only intended to go travelling abroad and take a vacation," Liwas quoted as saying Wednesday at a State Council executive meeting on the cabinet'swebsite. "I wonder whether these government departments are caring for the public orintentionally obstructing them."

Further demonstrating his point, Li cited another story in which a model worker fromsouthernmost province of Hainan had to acquire eight stamps from the government beforeattending a high-level event in Beijing. Only after a senior official from the provincialgovernment stepped in was he successful.

"Why is it so hard for the public to obtain certificates from the government? Why dogovernment departments set so many barriers for ordinary citizens?" Li asked.

He said after two years of simplifying administrative procedures and delegating power tolower levels, there is still a large gap between actual results and people's expectations.

This is not the first time Li vented his lack of satisfaction with government bureaucracy. Lilambasted officials for time-consuming, redundant procedures in implementing centralpolicies in April. He also criticized state-owned banks for not cooperating with efforts toboost economic growth during an inspection trip in northeast Jilin Province.

Li recalled at the meeting that a Taiwanese entrepreneur once complained to him that thegovernment lacked efforts in intellectual property protection.

"After we developed a new product, instantly someone will copy us. But it is still uselesswhen we turn to the government or take it to the court," Li quoted the Taiwanbusinessman as saying.

Li also vowed the government would perform its duties to take responsibilities for thepublic.

In Wuhan, we have Wuhan Citizens Home where everything stuff can be done! This sort of Citizens Home should be generalised.

Fcuking bureaucrats are like toll collectors. Hands out with their stop signs preventing any one from passing unless a fee is made or paperwork done to prove their usefulness.

Yes. Since Wuhan Citizens Home is open to public, it's much easier to get all documents done in just one building. My previous experiences there were quite enjoyable.

The Wuhan Citizens' Home, which has been attracting a lot of public attention, is scheduled to be completed at the end of August and put into operation before October 1. 66 functional departments will be stationed inside this complex. When processing documents and certificates, citizens will be able to complete all procedures in one area.

It has been reported that all individual and corporate approval procedures and public services will be carried out in the Citizens' Home. Located to the left of the middle block are 66 departments with 318 service windows dealing with 426 different tasks, projects that include customs, exit-entry inspections, foreign exchange, land trading, and construction project trade, as well as windows for water, power, and gas services. The Wuhan Municipal Public Security Bureau Exit-Entry Administration Department will be housed in Section C on the first floor, will have 32 service windows, and will have an office area of nearly 6,000 square meters.

A first-class hardware platform, with 24-hour self-service systems, 3G and WIFI coverage, has been built in the Citizens' Home to facilitate the handling of procedures.

The Wuhan Citizens' Home also has banks, a post office, a police office, a complaints reception room, a consumers' association reception room, and a medical office. The Wuhan-style cultural exhibition area is located on the first floor of the middle block; it is a place where peculiar aspects of Wuhan culture will be displayed to the general public free of charge. This area displays the paintings and calligraphy projects of local celebrities and Wuhan's intangible cultural heritage crafts like folk paper-cutting works, bamboo carvings, woodcarvings, and dough modeling.

The Citizens' Home sits off of Jinqiao Avenue and the 3rd Ring Road, occupies a total area of about 100,000 square meters, and is seven stories tall. Designed by French Charpentier Architecture Design Consulting Co., Ltd, the building is predominately red. Twenty energy-saving features and environmental protection tools have been incorporated into the building's design. Permeable ground, solar power hot water supplies, energy-saving lighting, and rainwater harvesting all help make the building more ecologically friendly. Additionally, 1,200 ecological parking places will be created.

Five bus lines stop outside the Citizen's Home: lines 229, 248, 293, 575, and 628. Metro Line 3, scheduled to be open in 2015, will also have a station nearby.

Here President Xi and P.M Li face a bloated government & a fallen CPC ... i don't know whether they as CPC members can save China's future, or people will save theirselves. Just right now CPC looks so weak and so ugly.

"穷则思变,富则思淫" The CPC and the members changed during past 10 years ... there's only one chance for President Xi.

I think there should be free induction of talent in CPC. Talent of all sorts. The system of choosing people at young age shouldn't be the only way of employing capital.

Well ... the China is experiencing a Institutional Reform started from the CPC now, after 30 years of Deng's Economic Reform ... we Chinese facing another Reform just this time target is the bloated government and corruption.

Since President Xi & his team up, the corrupted officers arrested inside China much more than before, and start to capture the escapted corrupted officers in foreign nations ... just i find maybe it's time for CPC to change something too, today CPC focus on dealing with internal issues inside the Party ... Good Luck for them.
