I don't count India which is the biggest country in the world because India can't even make a fighter jet radar or fighter jet engine so it is backwater.

In decreasing order of size:

China (ethnic based). Population 1400 million. J-10 B and J-20 fighter jets.

EU (mainly super powers France ethnic based, Germany ethnic based, Sweden ethnic based). Population 500 million. Rafale, Typhoon, Gripen fighter jets.

America (not ethnic based). Population 320 million. F-22 and F-35 fighter jets.

Russia (ethnic based). Population 140 million. Su-35 and Su-57 fighter jets.
