Kissing is not a financial or criminal offense in common law nor is it expressively talked about in the Quran(beating is though). Ensuring morality is and decency is which is incumbent upon the individual themselves and no other.
But.
What matters is collective laws agreed upon by people. So if displays of public affection are outlawed by Pakistan then the kids are in violation. Just as visiting Israel is. If one does not agree with this, they can leave Pakistan(and many do happily to never look back). For those who are incapable of leaving Pakistan they can either make attempts to get the laws changed or follow them; Be it laws against vulgarity or money laundering.
What matters is priority of police presence. Turkey is a great example of prioritizing crime issues and of how the society values a person rather than collective justice. You will have couples sometimes engaging in public displays of affection and then someone will reprimand them politely... but more often than not people ignore them or ar maximum because they are not answerable for the other person. They even have prostitution legalized but that doesn’t lead to any less adherence to Islam and in my view the muslims there are ten fold better in following Quran and sunnah than any Maulana Fazlur rehman and their kin.
In Turkey you will have one sister in a hijab at the beach and the other in a bikini. Neither is discriminated against because people live their own lives. Something Pakistanis are inherintly incapable of. Even supporting corrupt people has the taint of Pakistani values regarding the lives of everyone other than themselves.
When you actively suppress something in society without offerring an equally attractive alternative; you will only find that action growing.
I wasn’t allowed to use a telephone until 15 years and every use of the television was monitored. Because those have similar cultural tinge to ours but don’t display the morality we wish to espouse.
