According to late mayor Annisul Huq’s plan, all private bus operators will come under the six companies and operate bus services on 22 major routes, instead of the 100 existing bus routes that make the city chaotic. The bus services are supposed to be in six colours – orange, blue, maroon, pink, violet, and green

According to the Dhaka south mayor, the proposed six companies will run 4,000 buses on different routes.

Dhaka South City Corporation (DSCC) Mayor Sayeed Khokon on Sunday said Prime Minister Sheikh Hasina has directed the DSCC and Local Government and Rural Development (LGRD) Ministry to bring Dhaka’s bus services under six companies, envisioned by late Annisul Huq, former mayor of Dhaka North.

He made the statement at a press conference titled Nirapad Sarake Aamader Koronio (Things we need to do for road safety) organized by the DSCC authorities and held at Nagar Bhaban in Dhaka around 2pm.

According to the Dhaka south mayor, the proposed six companies will run 4,000 buses on different routes.

“The ministry will conduct a meeting tomorrow [Monday] at 11am to finalize how the proposed system will work,” he said.

At present, a total of 6,897 approved buses from 204 companies are operating on 289 routes, according to the Bangladesh Road Transport Authority (BRTA) statistics.

Six big companies have over 100 buses, meaning other companies have few buses, and all operate on and share the same routes—leading to competition.

With the number of casualties rising every year, stakeholders repeatedly said the authorities concerned have failed to take concrete steps to help resolve the issue. They repeatedly blame drivers for 90% of the road accidents, citing competition-based reckless driving between bus drivers as the main reason for accidents.

Dhaka Transport Coordination Authority (DTCA) officials have also said the drivers of different bus companies are competing with each other to get more passengers.

The drivers stop anywhere, to let passengers board, and this often leads to accidents, the DTCA officials said.

According to late mayor Annisul Huq’s plan, all private bus operators will come under the six companies and operate bus services on 22 major routes, instead of the 100 existing bus routes that make the city chaotic. The bus services are supposed to be in six colours – orange, blue, maroon, pink, violet, and green.

During a meeting on July 24 last year, around 2,000 bus operators and workers agreed to join the colour-coded system in the presence of Annisul Huq and Road Transport and Bridges Minister Obaidul Quader. Annisul negotiated with transport owners, but since his death, the progress of the project slowed down drastically and DTCA could not convince bus owners to follow through.

DSCC to sit with parents, guardians of protesting students on Monday

During the briefing, Khokon announced a sitting with parents and guardians of the protesting students on Monday at the Nagar Bhaban, pledging that DSCC will decide on next course of measures upon the parents’ recommendations.

Khokon also said a vested quarter is attempting to topple the government by taking advantage of the demonstration over road safety by instigating the protesting students.

“This vested quarter is making an all out effort to take advantage of the situation by using the movement as a weapon to bring down the government,” he said.

Claiming the government has already accepted the demands of the demonstrating students, Khokon also urged their parents and guardians to bring them back home.

The protests began and spread across Dhaka and the rest of the country soon after the death of two students in the Airport Road bus crash on July 29.

This ideal proposal has been lying idle for about one year without any supporting action by anybody. However, it is late than never. But, why everything has to be told by the PM of a country when so many ministers are under the govt. payroll.

According to the Annisul Huq's plan, all private bus operators would be merged to six conglomerates Mahmud Hossain Opu/Dhaka Tribune

Three million passengers take the bus in Dhaka city every day. But each of the 6,000 buses in the city carry only 500 passengers daily, owing to the indiscipline and traffic policy

The government is planning to begin franchising the transport system in Dhaka on a pilot basis within 15 days, in -line with a plan envisioned by the late mayor of Dhaka north Annisul Huq.

The decision came from a meeting titled ‘Disciplined bus service system in Dhaka’ held at the Secretariat on Tuesday, presided over by Local Government Division Secretary Zafar Ahmed.

“A committee was formed at the meeting to chalk out the new bus transportation model,” said an official who participated in the meeting, requesting anonymity.

“Dhaka South City Corporation Mayor Sayeed Khokon will convene the team and Dhaka Transport Coordination Authority Executive Director Khandokar Rafiqul Islam will serve as member secretary,” the official said.

The meeting was held on short notice following a directive from the Prime Minister’s Office.

The government has been working for two years on a new franchised transport system in Dhaka to bring discipline to public transport, popularly known as the colour-coded bus service, which will be operated by six bus companies.

After massive demonstrations by thousands of school and college students demanding road safety, the government has put the franchised transport system for Dhaka on fast track.

The idea of colour-coded buses was first proposed by the late Dhaka north mayor Annisul Huq to remodel Dhaka’s broken transport system.

“We have already prepared an action plan to implement the colour-coded bus service,” said Dhaka Transport Coordination Authority (DTCA) Executive Director Khandokar Rafiqul Islam.

“The service will start between the Shahjalal International Airport and Motijheel before Eid-ul-Azha on a pilot basis,” he added.

The DTCA is planning to run the service in liaison with the existing bus companies.

More than a dozen bus companies are currently operating on the Airport to Motijheel route, including an air-conditioned line of buses.

The DTCA has already called a meeting to discuss the plan with the bus operators today.

“DTCA has invited us to join a meeting tomorrow (Wednesday) at DSCC Nagar Bhaban, but our executive body has a meeting scheduled for the same time. So it will be difficult to meet DTCA,” Khandakar Enayet Ullah, secretary, Bangladesh Road Transport Owners Association said on Tuesday.

He said: “We were never against the franchising system, but the government is yet to offer us a proper model.”

According to Annisul Huq’s plan, all private bus operators would be merged to six conglomerates that would operate their buses on the 22 major routes instead of the existing hundred plus bus routes around the city. He had proposed a colour code for each of the six companies - orange, blue, maroon, pink, violet and green.

The DTCA once planned to implement the model across the city, but failed to get a response from the bus owners.

Early this year, the DTCA planned to make a separate lane for the colour-coded buses on the Airport-Motijheel route. But they do not have enough time to create a lane for the pilot run.

As per the latest plan, the pilot service will cover almost 15km of commute from Dhaka Airport to Motijheel, with 10 stoppages including Khilkhet, Kuril, Badda, Rampura and Khilgaon. If the pilot project becomes successful, the service will gradually be extended to other areas in Dhaka soon.

Transport expert Prof Shamsul Huq told the Dhaka Tribune: “The decision of piloting is wrong, because we already have examples of a franchising system. The transport system in Gulshan area is much disciplined, as a single company operates buses there. We have a similar experience in Hatirjheel.”

“If the DTCA starts this trial, there is a chance it will fail because the proposed route overlaps other routes. Some buses coming from the Airport enter the Gulshan Link Road from Pragati Sarani, some go straight to Mohakhali, and get to Motijheel via the Mouchak-Malibagh route,” he added.

“So it can never be possible to see the real scenario by franchising a single route,” he added.

“When rickshaws were franchised, it happened not only in Gulshan but the total zone including Banani, Baridhara and Niketon,” he added.

Since mayor Annisul’s death, negotiations with transport owners have slowed down and the DTCA has been unable to convince them despite many meetings.

The initiative however, has got a boost following the orders from the PMO.

DTCA officials said if bus owners refuse to join the franchise, it will start the trial run with the state-owned Bangladesh Road Transport Corporation’s buses.

The franchise system has seen success in many densely populated cities around the world. According to one study, only 3,600 franchised buses in Mumbai, India’s largest city carry an average of 4.8 million passengers every day, translating to 1,333 passengers per bus.

According to a study by Bangladesh University of Engineering and Technology’s (Buet) civil engineering department, three million passengers take the bus in Dhaka city every day. But each of the 6,000 buses in the city carries only 500 passengers daily, owing to the indiscipline and traffic policy.

DNCC under Annisul had considered both these studies while drawing up the colour-coded bus plan in 2016.

It had stipulated that only 4,000 buses could carry all passengers in Dhaka if brought under a franchised system, solving a lot of traffic problems.

Their game is over. Now there is a real prospect for public transport sector to change for betterment. This 9 days protest has shaken the AL govt. to it's core.It is also a big warning for BNP.Now none of them will dare to neglect the public transport sector. It is a big blow for AL that such a thing happened just before the election which has potentially reduced their support base by millions. All their development talks suddenly looking hollow in front of the public just before the election.Do you think any future govt. will take such a risk? So there is a real prospect for us to get a better public transport in the coming years.May Allah bless the soul of that two child.Hope their ultimate sacrifice will not go in vain.

The way Bangla police state has baton-charged and attacked young students, road safety is pushed on the backburner.
Terrorist hasina has injured thousands of students, will she announce arrest of her chattra league student terrorists alongwith police harassing and beating protesters. Will she open case against her Police chief who tortured and hit journalists and students.

The kind of insecure power hungry terrorist woman she will go after students and journalists accusing them as anti-national and aided by foreign country.
Banglas are themselves responsible fotr this situation who try to hide their reality behind rosy news of mega projectswith enormous corruption and kickbacks for this tyrant hasina regime.

Expectation too high. No looking back now.

Otherwise there will be excuses and chances of further protests and further destabilization of her regime which is a huge question mark.

I am sure she was thinking about reorganizing the transport sector but these bus-owner goondas were non-cooperating. Good luck with that now.

If SHW has any shame, she will fire this Shajahan Khan idiot. This guy is still chief convener of Sharak Paribahan Sromik Shongothon (Transport Workers' Federation) while belonging to SHW's cabinet at the same time. This is a direct violation of constitutional rules in Bangladesh, and a lawsuit has already been filed in the Supreme Court.

He is a goner in my opinion and the sooner the better. Good riddance!

You need influence among owner and driver community to implement any plan. We need co-operation from every stake holder and Shahjahan Khan can play a vital role in it. Sacking him will only make things worse.

. . .
The govt has declared that the Bus route unification project will be implemented by the Eid. I Know my countrymen well. So, I think, many more Eids will be passed before the bus owners can meet, discuss and negotiate various issues and take a concrete decision to implement the proposals.

Even the bus drivers would need a proper rout training education. So, it will take time. But, it is as usual that the govt is talking nonsense and fixing an arbitrary date by which it is almost impossible to implement the new system.

“The ministry will conduct a meeting tomorrow [Monday] at 11am to finalize how the proposed system will work,” he said.
Today is Thursday but I have not found any news on finalizing the system, although the Golden Bengal gov announced it would finalize the proposed system on Monday. No news means no finalization or even initiation.

A project like this is supposed to take many heads and many days/months of efforts. Not one meeting will give a result. I expect many tens of meetings, many debates, and many infighting among the owners, stakeholders, and the gov authority.

I wonder if the people in charge themselves really know what they would try to achieve when they are unable to set a proper agenda or fix even a project schedule in a proper way. In the meantime, three more people were killed by a bus in Rajshahi.
