PM Modi pitches for early implementation of TAPI project

You are absolutely WRONG about the sense of achievement and lives going nowhere

We Indians who come here are all DOING very well for ourselves

Too bad you can't use the report function for that, oh well. It's infectious to the say that least the Indian diaspora around that world are thriving. The are adding to their individual local economics and the economy of India via remittances. The successes are very hard to measure as it's off the scales.

I for one can vouch for that!

Quartet aims to complete the 1,840-km (1,143-mile) pipeline and begin pumping natural gas from Turkmenistan’s giant Galkynysh gas fields by the beginning of 2020.

Islamic Republic of Afghanistan and Republic of India on Friday ceremonially broke ground on the Afghan section of an ambitious, multi-billion dollar gas pipeline, expected to help ease energy deficits in South Asia.

Afghan President Ashraf Ghani and and India’s Minister of State for External Affairs M.J. Akbar for the ceremony at gas-rich Turkmenistan’s border with Afghanistan.

Speaking at the ceremony, Mr. Ghani said the pipeline would “unite [the] countries” in quotes translated into Russian for reporters at the ceremony.

While the pipeline will traverse war-wracked Afghanistan, raising security concerns, the bulk of the 33 billion cubic metres of gas to be pumped annually through the conduit will be purchased by South Asian nations and India.

India’s commitment to the pipeline has previously been questioned over its relationship with Pakistan and easy-access to liquified natural gas markets seen as potential stumbling blocks.

A symbol of our goals, says M.J. Akbar
But its external affairs minister hailed the project as “a symbol of our goals” and “a new page in cooperation” between the our countries in a speech at the ceremony.

Turkmen counterpart Gurbanguly Berdymukhamedov joined Pakistani Premier Shahid Khaqan Abbasi,Dignitaries, including diplomats from the foreign missions in Turkmenistan, were greeted by Turkmen national songs and traditional nomadic tents serving up food on an overcast day at the border post of Serkhetabat, once the southernmost tip of the Soviet Union.

“There were pessimistic voices, but now we are witnessing the construction of the TAPI gas pipeline,” said Mr. Ghani, using the acronym for the conduit which takes its name from the four countries.

The quartet aims to complete the 1,840-km (1,143-mile) pipeline and begin pumping natural gas from Turkmenistan’s giant Galkynysh gas fields by the beginning of 2020.

Mr. Berdymukhamedov, whose country currently depends heavily on China as a market for its natural gas exports, called the diversification of gas deliveries an “important part of the politics” of the isolated Central Asian country. And he said work on the Turkmen section of the pipeline was on.

The overall funding picture for the mammoth gas pipeline remains unclear, with commercial energy giants such as France’s Total failing to follow up on reported interest in the project.

Turkmenistan sits on the world’s fourth-largest gas reserves but a major buyer in Russia after Russian energy giant Gazprom wound down imports of Turkmen gas and then ceased purchases completely in 2016.

Turkmenistan on Friday announced the start of construction work on the section of an $8 billion natural gas pipeline that will link the energy-rich Central Asian nation to Pakistan and Iran.

A two-member delegation from India, led by Minister of State for External Affairs M.J. Akbar, attended the ceremony in Afghanistan on Friday for the launch of a pivotal trans-border gas pipeline.

The $22.5-billion project will transport from the resource-rich Afghanistan to India, and seeks to promote regional integration and stability.

Mr. Akbar, along with Afghan President Ashraf Ghani later leaders travelled to the western Afghan Province of Herat to commemorate the success of the project. “It’s a moment of great pride for Afghanistan,” Jalil Jami, an official from the office of the Mayor of Herat, told this writer.

The event organised by the local government involved welcoming the guests with a grandiose display of art and culture. Streets were lined with flags of the four nations, and artists and performers wowed the attendees with local dance and music. “Even the security situation was under control and well-managed,” Mr. Jami said.

Backing from Taliban

Interestingly, Afghanistan-India project has received support from the Taliban. In a statement made in 2016, the group’s spokesperson offered “protection” to all projects of national interest, . The Taliban reiterated this position in a statement issued on Thursday, taking some credit for initiating the project in the late 1990s.

“It is a national project that can help everyone in the region and perhaps that’s why the Taliban has shown support,” reasoned Mr. Jami.

this year will see the development of the Afghan phase, perhaps the most sensitive part, which is expected to be completed in 2019. For Afghanistan, the project holds tremendous potential in terms of economic growth and stability. Afghans stand to gain about $500 million annually in transit fees, apart from jobs. The Afghan stretch of the pipeline is about 800 km.

Orzala Nemat, director of the Afghanistan Research and Evaluation Unit, remains cautiously optimistic about the impact the project can have on improving not just economics, but also security. “This region, especially Afghanistan, has been in turmoil for a long time and there has been a political failure in curbing the bloodshed,” Ms. Nemat observed. The project might not put an end to insurgency, but it could help Afghanistan move away from aid dependency, she added. “With better jobs, improved capacity, a good economy and equitable distribution of resources, we could hope for a semblance of stability.”

In a press conference broadcast from Herat, leaders from the four states greeted the Afghan ground-breaking of the pipeline, which will transfer 33 billion cu. m of Afghan natural gas annually for 30 years.

It is a triumph for Afghanistan to be able to be part of a project that could help bring peace and stability in the region,” said Mr. Jami.

Pakistani Prime Minister Shahid Khaqan Abbasi, was welcomed by Turkmen President Gurbanguly Berdymukhammedov for the first inaugural at Salem Chashma in Turkmenistan.

While construction on the Turkmen phase of the project began in 2015,

“Galkynysh, the world’s second-biggest gas field, will feed the TAPI,” Mr. Berdymukhamedov said, adding that apart from the economic benefits, the project will be an important step forward in the political dynamics of the region.

  • Unidentified gunmen killed five mine-clearance workers in Afghanistan who were preparing for construction of an international gas pipeline while one worker was kidnapped
  • “The victims had told the district governor and district police that they had no problem with Taliban so they would not need any protection,” says a spokesman for the governor of Kandahar province
KANDAHAR, Afghanistan: Unidentified gunmen killed five mine-clearance workers in Afghanistan on Monday who were preparing for construction of an international gas pipeline, while one worker was kidnapped, officials said.
The $8 billion TAPC pipeline, intended to transport some 33 billion cubic meters of natural gas a year along an 1,800 km route from Turkmenistan through Afghanistan to Pakistan and China, is seen as vital for the future of Afghanistan’s economy.

Daoud Ahmadi, a spokesman for the governor of Kandahar province, said the demining team was working in the southern province’s Maiwand district when attacked early on Monday.

“The victims had told the district governor and district police that they had no problem with Taliban so they would not need any protection,” he said.

The route of the Turkmenistan, Afghanistan, Pakistan, China (TAPC) pipeline passes through large areas under Taliban control or influence.

But when the Afghan section of the project was launched this year, the Taliban said they would cooperate because of its importance for the country.

However, construction work will still have to pass through lawless areas of southern Afghanistan where armed groups with shifting loyalties operate and security is highly uncertain.

A Taliban spokesman said the incident was being investigated and said the victims were not wearing the usual uniform worn by TAPI workers. (Reporting by Sarwar Amani and Qadir Sediqi in KABUL Editing by Robert Birsel)
