Prime Minister Narendra Modi's critics have been talking about his studied silence in the face of increasing incidence of communal strife over the past few months. Modi used his Independence Day address to suggest that all forms of violence, including those relating to caste and left-wing extremism, must be eschewed to take the country forward. He used Nepal as an example where left- wing extremists have shunned violence and joined the constitutional mainstream.

Modi said progress will not be possible unless extremism of all kinds are given up by the youth in favour of development. Hopefully, Modi also meant that extreme Hindutva right-wing organisations like Bajrang Dal and other such variants will also actively participate in creating a climate where social tensions are alleviated and everyone agrees to pursue a broad development agenda.

Otherwise, Modi's speech tried to strike all the right notes in terms of pursuing a social sector agenda outlined in the BJP election manifesto. Toilets in all schools by the next Independence Day, model villages to be adopted by legislators, a bank account bundled with Rs.1 lakh insurance for every poor household and a national campaign against female foeticide were some of the programmes Modi projected in his address.
On the economy, he clearly came out in favour of working with the global community in various ways. He emphasised that India cannot work in isolation in the age of economic globalisation. This was probably said to clarify to the world that India's recent decision to defy the WTO on the food security issue did not mean that the NDA government is against engaging with the world.
Modi used the Independence Day platform to invite global investors to "Make in India" everything from automobiles to electronic goods to submarines.

The Prime Minister's promise to attract world investments also indicates the NDA government is prepared to forge domestic reforms in tune with its policy of progressive economic globalisation. It remains to be seen how Modi gets the Sangh Parivar elements to be on the same page on many of these decisions. Of late, the Sangh Parivar has been sounding discordant notes in this regard, whether in the context of genetically modified foods or in the opening up FDI in retail, defence etc.

Modi's announcement that the Planning Commission will be replaced by a think tank which will come up with creative ideas is signifies that the NDA government is taking a break from the Nehruvian thought process. The fact is the Planning Commission did perform the role of a think tank earlier too.

Modi has struck the right notes but his biggest challenge will be to have institutions like the bureaucracy, regulatory bodies, judiciary on the same page so that the institutional equilibrium which was disrupted over the past few years is recovered soon.

"When we hear about these rapes, our heads hang in shame," the PM said in an unscripted speech from Red Fort in the capital.
""Those who commit rape are also someone's sons. You should stop them before they take the wrong path," the PM said at a time when sexual violence against women and children has ignited national outrage and debate.
"Even when they are only 12, young girls are always being asked so many questions by their parents, like 'where are you off to?'.
But do these parents ask their sons where they are going?" he asked. "The law will take its own course but as a society every parent has a responsibility to teach their sons the difference between right and wrong," the PM said.

After the fatal gang-rape of a young student on a Delhi bus in 2012, new laws were introduced to punish sexual offences. But gang-rapes have been reported since then in Mumbai, considered the country's safest city for women. Last month, a six-year-old was raped in her school in Bangalore, triggering national anger and protests.

PM hiding behind bulletproof glass sends all the wrong signals.

Modi is being a bit callous with his security in general (look at his trips to Nepal and Bhutan), it's all well and good but he needs to recognise he is the most at risk PM in India's history and needs to start acting accordingly. He's simply making the job of the SPG harder.

Well he can't live in a cocoon because he is a higher security risk.Soft skills are important and this will help Modi push his agenda.

What is the risk level for Obama,Cameroon ? Don't they move around freely or do they move in a bulletproof box.

Obama is a MUCH more sensible benchmark than David Cameron (or any Western European leader where he risks to their lives are so low). The level of security the President of the United States get is enormous but the security the PM of India now gets isn't far off (which is a good thing). The bulletproof glass concept for stages was actually first used for the president of America, maybe even Obama. As for not being able to live in a "cocoon", I'm afraid that is very much what these highly at risk leaders do have to do, the security agencies in charge of protecting them refer to it as "the bubble" though- an area of sanitised space around any protectee where they are as close to 100% safe as possible.

I'm sorry but if it was felt MMS needed such protection (the glass) then for sure Modi needed it (if not more so). He has to be very aware of the threat to him now, perhaps he will over time and is still in a CM mindset, but when you become the PM of India the risk to you goes up many fold so must the security measures.

Come on now, we are talking about protecting his life, he owes it to the millions upon millions who elected him to not take these things lightly.

I don't know if you read the recent article I put on here "a hundred foes, one force" about the SPG, but in it it is clearly outlined the risks to Modi and it is pointed out that Modi has already played dare with his security TWICE now outside India (Bhutan and Nepal) vis a vis stopping his cavalcade and getting out unsheculded to meet the general public.

Let me point something out, the most notorious head of state assassination- JFK, could have been avoided had the POTUS listened to the Secret Service, they had recommend and arranged two armoured limos for the trip to Dallas but JFK insisted on open tops so the public could see him in the run up to elections. We all know who was right in that situation.....

The job of the security agencies (SPG, RAW, IB etc) is to keep him safe, he should let them do their job and follow their instructions, they are professionals and damn good at what they do.
