President of India becomes first visiting Head of State to address Parliament of Swaziland; India commits to cooperation in Health and Agriculture, to build new Parliament building

The President of India, Shri Ram NathKovind, addressed members of the Parliament of Swaziland today (April 10, 2018). He became the first visiting Head of State to address the Parliament of the country.

Speaking on the occasion, the President said that we are living in a digital and hyper-connected world that places immense challenges before parliamentarians. Local and day-to-day issues, related to jobs and the economy, are influenced by developments elsewhere, be it global food prices, climate change or security threats of various nature. The impact of globalisation and technology, and soaring aspirations of people, have added new dimensions to public policy. To legislate in such times demands even greater awareness and acumen. But with challenges come opportunities. Today, we see greater participation of people in debates and discussions. Legislators can get instant feedback on major issues.

The President said that over seven decades India has developed a robust institutional architecture of parliamentary democracy. We would be happy to share this experience with this august House in Swaziland. The President offered concessional finance on the part of India for construction of a new parliament building in Swaziland.

The President said that Indian growth is fuelled by frugal and cost-effective innovation. Our technologies and institutional models can help reduce costs of production in Swaziland. We are keen to share our expertise and experience with Swaziland and indeed with all of the African continent. On this count, our approach has been to create local capacities, to move hand in hand, in solidarity and in partnership with our African brothers and sisters.

The President said that despite advances in new technologies, agriculture still remains the mainstay for a majority of both our populations. He was happy to note that India has already shared some of its experiences with Swazi farmers. This has helped them to achieve a multi-fold increase in maize productivity. He announced that India would facilitate establishing a Centre of Agricultural Excellence in Swaziland. He also said that India would develop an irrigation system in the Lubuyane region.

The President observed that climate change is one of the most critical challenges for our world. He noted that Swaziland has itself struggled with the El Nino phenomenon, leading to drought for two years. To support the Swaziland National Disaster Management Agency, India has offered US$ 1 million as well as foodgrains.

In another event, the President inaugurated the Royal Science and Technology Park this morning. The Park has been developed and built with the assistance of India. He also received a presentation on the Technology Park as a location for IT education and capacity building as well as for IT-enabled services.

The President had landed in Swaziland yesterday (April 9, 2018) at the King Mswati III International Airport, where he was received by the Prime Minister of Swaziland and other dignitaries. He proceeded directly to talks with the King of Swaziland on bilateral and global issues. The King also conferred the Order of the Lion on the President. This is the highest civilian honour Swaziland bestows on a non-citizen.

Speaking after the ceremony, the President renewed India’s commitment to Swaziland and announced that an Indian embassy would be opening in the kingdom shortly. In the presence of the President and the King, India and Swaziland signed two agreements — on health cooperation; and on visa waivers for those travelling on official and diplomatic passports. Later in the evening of April 9, the King hosted a banquet for the President.

Following the conclusion of his visit to Swaziland, the President today (April 10, 2018) will leave for Zambia. This will be the final leg of his journey to three African nations – Equatorial Guinea, Swaziland and Zambia. In the evening, he will meet and address the Indian community in Lusaka.

Address by the President of India Mr Ram Nath Kovind at the community reception (April 12, 2018)

  1. It is a privilege for me to meet members of the Indian community in Livingstone. Thank you for welcoming me with such affection. I am delighted to meet a vibrant Indian community in this old and historic city and this very important tourist centre – so close to the Victoria Falls, which I will soon be visiting.
  1. This is my third journey abroad after becoming President of India. I have made it a point to schedule all my visits so far to Africa. This is a reflection of how closely we in India view the continent. Africa is home to some of our closest friends as well as to very well-integrated Indian communities. And the Indian community in Zambia stands out. With your contributions you are a model for the Indian diaspora. You are true cultural ambassadors of India.
  1. The Indian community in Zambia can be traced back to even before this country’s independence in 1964. Trade and commerce, mining and hospitality, healthcare and academics – you are doing your bit for Zambia in so many fields. You come from various parts of our country. But here in Zambia, despite the diversity, you are all united as representatives of Indian society and of our civilisation.
  1. Your contributions have helped generate goodwill for your community as well as for India as a nation. You are our champions in a faraway land, even in Livingstone, which I understand is as much as 7,500 km away from Delhi. We in India have long believed in Vasudhaiva Kutumbakam. Today, I am truly happy to meet our Livingstone kutumb! You have made great efforts to embellish India’s reputation as well as keep alive our cultural traditions so far from home. This is heart-warming. I congratulate all of you.
  1. The greatest Indian to have lived in Africa was, of course, Mahatma Gandhi. For both India and Zambia, he is an inspiration. On this visit, I have been received very warmly by President Lungu and the government and people of Zambia. Yesterday I was fortunate to meet Dr Kenneth Kaunda, a statesman who has the same stature in Zambia that Mahatma Gandhi has in India. He is an old friend of our country and of your community.
  1. It is because of such mature leaders in Zambia and because of the efforts of every section of society – including all of you – that Zambia is an example for the rest of Africa as a democratic developing country. Our people share the values of liberty and freedom, of human dignity and socio-economic development. As members of the Indian community here, you are custodians of that value system. You are a living bridge between India and Zambia. Please help make this partnership even more meaningful.
Ladies and Gentlemen

  1. Our government seeks sustained and proactive engagement with our overseas community. The dialogue with the diaspora is aimed at providing possibilities and platforms through which you can learn about as well as participate in India’s transformation. And link this transformation with the developmental priorities of Zambia. I urge you to partner us in this process.
  1. Today India is on the road of fast economic growth. There is confidence and optimism among our youth. India’s rise is creating newer opportunities for collaboration with the external world. Our government is keen to strengthen ties with our people abroad. You must take advantage of available schemes, particularly of the OCI programme. It will connect you with India forever.
  1. Last but not the least, time and online booking slots permitting, I invite you to visit Rashtrapati Bhavan the next time you are in Delhi. It is not just where I live and work. It is every Indian’s address – including every Indian in Livingstone!
Thank you

Jai Hind!

Address by the President of India, Shri Ram Nath Kovind at the banquet hosted by the president of zambia (11 April 2018)

1. Your Excellency, Mr. President allow me start by mentioning how happy we are, to be in this beautiful, warm and friendly country. My wife and I, and indeed my entire delegation, greatly appreciate the gracious hospitality you have extended to us. I am honored to be visiting Zambia.

2. Excellency, India and Zambia share a very special relationship. Ours has been a partnership built on the legacy of our founding fathers: Mahatma Gandhi and President Kenneth Kaunda. Years gone by are witness to our commitment and steadfast support for justice, freedom and solidarity for those who needed them most.

3. Excellency, the soil and sinews of this country and this continent have always espoused the larger cause: you have been the font of liberation movements in Africa; and it was on your sacred African soil that Mahatma Gandhi first shook the shackles of injustice. We could not have shared a more glorious past !!

4. Excellency, I am delighted that we have continued with our friendship with same vigor and passion in the present. I must say that to be called “an all weather and time-tested friend” is both an honour and privilege for us.

5. There is much in common in between our two countries, and not just in being home to the wonders of the world - the awesome Victoria Falls in Zambia and the magnificent Taj Mahal in India. We have a shared commitment to democratic governance, the rule of law, respect for human rights and inclusive development. Our economic cooperation is doing well but we both desire to do more. Indian companies have been much encouraged by your leadership and economic policies. They are keen to create new ventures and projects, in partnership with your people and your communities. The Double Taxation Avoidance Agreement that we have signed will give a boost to our economic engagement. There is a lot that “Smart Zambia” and “Digital India” can share with each other. Similarly, Indian growth story and Zambian economic strengths should support and build each other.

6. We are proud of our development partnership with Zambia. This is in keeping with our age-old guiding principle of “Vasudhaiva Kutumbam”- that is - “the world is our family”. Our assistance in health and energy sectors is adding value to people’s lives in this country. We are keen to step up our capacity building and training support. To this end, we have offered to establish an Entrepreneurship Development Centre in Zambia. I hope that it would foster new ideas, enterprises and start-ups in the country.

7. Excellency, we thank you for joining the International Solar Alliance. Solar energy can do wonders for the land of safaris, and we are ready to assist you, both with technology and finance.

8. Excellency, our two countries are strong partners on defence and security. As with our political relations, we share the comfort of history in our defence ties; our men have fought together in various theatres of war. Let us build on this strong foundation. We should also come together to defeat and destroy terrorism in all its manifestations.

9. Excellency, as two countries with multitude of languages and peoples, we both understand the value of diversity. Our Diaspora, many of whom are proud Zambians today, have added their beauty and colour to your social fabric. They have not only contributed to your economic progress but also helped build bridges of friendship between the two countries.

10. Excellency, we have great admiration for your political legacy. It fills us with joy and pride that Zambia continues to play a leading role in the region. The peace and stability you have maintained and enjoyed is a shining example for many to follow.

11. With these words, Excellencies, Ladies and Gentlemen, May I request you to join me in raising a toast:
-To the health and happiness of the President of Zambia and First Lady;
-To the continued well-being and prosperity of the friendly people of Zambia; and
- To the enduring friendship between Zambia and India.
May the fragrance of Bougainvillea and Lotus together radiate in all directions. Thank you.

Look at the transformation that India is undergoing today;

He was addressing the Indian Community Reception organized by the High Commissioner of India to Botswana, Dr. Rajesh Ranjan, at Baisago Convocation Centre in Gaborone, Botswana today. The Minister of State for Social Justice & Empowerment, Shri Krishan Pal Gurjar and other dignitaries were present on the occasion.

The Vice President said that Indian Diaspora in Botswana has not only well-integrated into its pluralistic, free and democratic society, but, also have immensely contributed to the economy of Botswana. We Indians take pride in being enterprising, inclusive and law abiding community, he said. In whichever part of the world they live, Indians have excelled, he added.

The Vice President said that Government of India attaches great importance to its fellow countrymen who are living abroad. He expressed happiness that Indians in Botswana have contributed hugely to the successful story of Botswana’s economic growth. You are India’s cultural ambassadors and the world sees you as the representatives of Indian values and way of life, he added.

Asking Indians living in Botswana to look at the transformation that India is undergoing, the Vice President said that India is changing rapidly and the business environment is changing for the better. Indians have ventured out into the global arena and made a mark. And now they should also look at how they can contribute to the exciting growth story unfolding in India today.

The Vice President asked the Indians living abroad to continue the mission of carrying India’s message to the world and bring back the best from other countries to India so that our country can advance much more rapidly.

Following is the text of Vice President's address:

"I feel privileged to be with you in Botswana, a land of god-gifted serenity and natural beauty.

I am delighted to see your enthusiasm and thank you all for coming here.

My dear friends,

I know that many of you have been living here for several decades and have made Botswana your second home. I understand and appreciate the aspiration and desires of the Indian community which exudes vibrancy and dynamism.

The Indian diaspora in Botswana has not only well-integrated into its pluralistic, free and democratic society, but, also have immensely contributed to the economy of Botswana.

I know that most of you are engaged in education, medicine, accounting, retail and manufacturing sectors and have been actively contributing to create local employment.

By sheer perseverance, determination and adaptation, you have carved a niche and respect for yourselves and have endeared both to Botswana and India alike.

Your support to Government of Botswana’s socio-economic welfare and charity programme as well as active and enthusiastic involvement in the events of national importance has been greatly acknowledged and appreciated both by people of Botswana and India.

I have been informed that Indian community has been organising and participating in socio-cultural programmes and fulfilling their corporate social responsibility in the form of charitable donations to the society.

I appreciate their feelings for fellow-Indians and highly admire these compassion which led them to collect and donate a sum of Rs. 50 lakh for the victims of Kerala floods.

We Indians take pride in being enterprising, inclusive and law abiding community. In whichever part of the world they live, Indians have excelled.

As your presence here in Botswana itself is a testimony to the fact that our relationship with Botswana have been historic and friendly. Both the countries have common commitment to democratic values for improving our people’s quality of life.

In fostering our relationship, Indian community has been playing a big role by virtue of their entrepreneurship, economic activities and people to people contacts. I have been told that our bilateral trade has been steadily improving over the last few years and only in 2017-18 has registered a significant growth of 26% bringing it to US$ 1.75 billion.

We are taking earnest efforts to elevate this relationship to a new height by making Indian investments in the areas of agriculture and dairy, MSME particular in leather and food processing, mining, diamond beneficiation, education and health and, thus, to tap the great potential Botswana offers.

Friends,

Yesterday, I was given the honor to inaugurate the 13th Global Expo Botswana- 2018 with Hon’ble Vice President of Botswana. I am delighted to see a large contingent of Indian businessmen and industry houses who are willing to avail this opportunity and become a part of Botswana’s development.

I am very happy to know that Hon’ble President of Botswana, Mr. Masisi has special appreciation for Indian diaspora and has been participating in Indian cultural and religious programmes like Vaishakhi, etc.

It gives me great satisfaction that his government has affirmed its continued protection and cooperation to the Indian community.

Government of India attaches great importance to its fellow countrymen who are living abroad.

Dear Sisters and Brothers,

I am glad that you have contributed hugely to the successful story of Botswana’s economic growth.

I would urge you to look at the transformation that India is undergoing. The results from the World Bank’s ‘Doing Business 2019’ report published yesterday have a powerful message that all Indians should feel very happy about. The report said, “India, which is a top improver for a second consecutive year, implemented six reforms in the past year and advanced to 77th place in the global ranking. India is now the region’s top-ranked economy…. Starting a business was made easier through consolidation of multiple application forms and introduction of a Goods and Services Tax (GST).”

Dear Sisters and Brothers,

India is changing rapidly. The business environment is changing for the better. The archaic regulations are being dismantled. Seamless processes are being introduced.

We are now an aspirational India that is being driven by the dreams of more than 600 million young women and men below the age of 35 years.

Dear Sisters and Brothers,

You have ventured out into the global arena and made a mark. I would suggest that you should also look at how you can contribute to the exciting growth story unfolding in India today.

We have a whole new set of opportunities that are opening up. There can’t be a better time than now to invest in India.

You are aware that Government of India has launched several flagship schemes for making India a skilled and knowledge society and manufacturing hub. In addition, several progressive measures like the introduction of Goods and Services Tax (GST) have been taken to make it a transparent and integrated market with greater ease of doing business.

India has taken a major leap towards financial inclusion by encouraging 330 million persons to open bank accounts. Tax base has widened by 26% in the last one year with nearly 68 million tax payers paying taxes. We have an ambitious agenda to make India a $ 5 trillion economy by 2025.

India is at an inflection point and is poised for greater growth in the coming years.

If the talented enterprising Indian diaspora can lend its active support, the pace and quality of transformation can be considerably enhanced.

I wish each one of you all success in your professional and personnel endevours. I hope you will continue to cherish your Indian roots and the rich cultural tradition you have inherited and nourish the socio-economic and cultural life of Botswana and other countries with which you may be connected.

You are India’s cultural ambassadors and the world sees you as the representatives of Indian values and way of life.

I am happy that many of you have done India proud.

Please continue the mission of carrying India’s message to the world in your interactions with other country men and women. Also bring back the best from other countries to India so that our country can advance much more rapidly.

Thank you

Jai Hind!"
