Not quite........that is the "Arrestor Gear" assy. which spools out and then re-spools the wires after "trapping" the aircraft on recovery to the Carrier.

What is a "lobby area" aboard a warship???? That is a part of the Officer's wardroom. One can see the Bar on the far end background.
