Yes,this is per capita income in Indian rupee including all people and not household income

Seeing the per capita figures for Kerala and Tamil Nadu, one realises that per capita income is not everything. I just traveled last week from Kerala to Chennai by train. Kerala stations were all superbly maintained. Ernakulam (South) station was just superbly tidy. Then one crosses Palakkad and the the landscape becomes more arid and the air more polluted. Near Chennai the amount of filth and garbage is intolerable. The smell was so bad, we just shut our windows. We should aim to secure a healthy living for our citizens and not just worry about per capita income.

if all people included,the total income would more than GDP. and the growth faster than GDP.how could it possible?

Bro...whatt you are telling is about awareness of the people and there sense of cleanliness.... it has nothing to do with income...
Sad to say certain states and communities are there in india which are extremly dirty irrespective of their social status or income...
