Pentagon has no plans to lift freeze on funds for Pakistan: report

WASHIGTON: The payments to Pakistan under the Coalition Support Fund are still frozen and the US Defence Secretary who was recently in Pakistan has not yet decided to issue the mandatory certification.

A spokesman for the Pentagon, Lt. Col. Michael Andrews, told Foreign Policy magazine that “Secretary Mattis has not yet made a decision on the certification required” by Congress to release the $400 million in counterterrorism funds for Pakistan in fiscal 2017.

Another $650 million in payments that Pakistan would have received for the prior two fiscal years have already been “reprogrammed and are no longer available to Pakistan,” Andrews said.





























Despite back to back visits of the top officials of Trump administration including Secretary of State Rex Tillerson and Secretary Defence James Mattis, Islamabad and Washington remain at ‘odds over Pakistan’s track record on countering militants near the Afghan border, and Washington has no plans to lift a freeze on a key reimbursement fund for the country, the report quoted U.S. and Pakistani officials as saying.

Although in talks with Prime Minister Shahid Khaqan Abbasi, Mattis acknowledged Pakistan’s efforts in countering militants but added that Islamabad ‘must redouble its efforts to confront militants and terrorists operating within the country’.

In July, Mattis suspended payments from the CSF, which the United States uses to reimburse countries for counterterrorism operations. The Pentagon said it would not resume payments until the defense secretary could certify that Islamabad had taken sufficient action against the Haqqani network and other militants who cross into Afghanistan from sanctuaries in Pakistan.

The report further added: “The suspension may not be lifted for six months at the earliest, when fighting resumes in the summer months. U.S. officials say they will not be able to assess if Pakistan has made progress and fulfilled its promises to prevent the Haqqani militants from crossing into Afghanistan until then”.

While the United States insists that the funds are tied to Islamabad’s support for counterterrorism operations, Pakistani officials continue to insist that payments should not be linked to specific conditions.

“The Coalition Support Fund is an obligation the United States has, and it is for the United States to fulfill that obligation,” Pakistan’ s envoy to US Aizaz Chaudhry said. “It is reimbursement of the expenses. It’s not an aid package.”

Chaudhry suggested that India’s involvement in Afghanistan is worthy of censure, not praise. “It is the use of Afghan soil to increase instability in Pakistan that hurts us.”

So, basically we have allowed these Yanks to walk all over us and that too without any charge.

How we keep putting up with American BS is beyond me.

Take what I said with a grain of salt ofcourse, Because I cannot validate it either but things do seem to be pointing in that direction.

If the US can control Pakistan's attitude with 400 million dollars, how much would it take for the US to replicate the same situation vis-a-vis India who is 6 times greater/bigger than Pakistan?

Measly 3 billion dollars?

US to ‘set up new military camp in Afghanistan’

KARACHI: The US forces seem to be setting up a new military camp in Afghanistan as the required construction material and equipment are being rapidly transported for its early completion, official documents have revealed.

Recently, a vessel loaded with a huge quantity of construction material and allied equipment arrived at Karachi port. As per its import general manifestation (IGM), the imports were made by the United States Army Corps of Engineers Services.

The imports are said to be used for setting up a camp by the name of ‘Camp Shaheen’.

The imported material included 13th partial shipment of a complete power plant (22MW) with standard accessories and essential parts.

It was further disclosed that shipment carried by a vessel, Noble Coral, also supplied design, manufacturing and supply of 220/20-15KV three-phase power transformer for Camp Shaheen substation as per the project specifications.

A large quantity of cold and hot rolled steel sheets — mostly used for construction of military camps — and other equipment like plastic injection moulding machines with standard accessories were also supplied from different world ports.

Similarly, another vessel carrying 208 heavy military vehicles recently arrived at the city’s port. It carried equipment needed for construction work like wheeled excavators, crawler excavators and US diplomatic cargo meant for transshipment to Kabul via Torkham in transit to Afghanistan.

The vessels were loaded at US ports of Jacksonville and Wilmington.

If the US can control Pakistan's attitude with 400 million dollars, how much would it take for the US to replicate the same situation vis-a-vis India who is 6 times greater/bigger than Pakistan?
