Parliamentary panel ambivalent over use of EVMs for polling

.
Pakistan electoral system is very flawed done in extreme hurry and thus you gets complains of malpractices and rigging.
That's the whole point! Everything in Pakistan happens here very slow except the elections to ENSURE rigging and disparities. Blame Bhutto for conspiring this system in the first place. No place in the world entire country's elections happen in a single day!

.
I remember during ballot paper days, we used to sit before TV for a week to wait for election result, now with EVM its a matter of single day.
Our ECP can count all votes from all constituencies on a single day too, even when no electronic machines are used. Its called rigging! :D

People using ballot papers, ECP can even forecast with accuracy of 70-80% in worst case scenario as to who will win how many votes.

We have button type EVM. symbol of candidate and a button next to it and even a villager can understand it, press it and vote is casted. The mini-computer type voter machine as shown in the picture won't work in countries like India.

I am surprised as the pace vote counting is done in Pakistan result getting declared just 1-2 days, ballot paper counting used to take almost a week in India when it was used.

EV is as vulnerable as paper.

Just the tricks are different.

However EV or Web voting is the future.

And thus we should adopt it with proper checks and balances.

There is nothing fullproof, if the presiding officer is gone biased. Or the storage area where the EVM stored is compromised.

But I can tell you it is much more safer, economical and faster than ballot paper.

It will work fine in Pakistan as people at large already use touchscreen mobile phones very easily. It might be difficult for them to use button based interface now :)

That's the whole point. Now you know why an honest man like IK is doing dharna for months now. The whole election system is bogus and must be reformed to ensure maximum impartiality!

That's why post election vote-audit is necessary to find the real culprit behind rigging. No wonder why current government is using all possible methods to hinder probe of controversial constituencies.

ISLAMABAD:
A parliamentary panel on electoral reforms remained ambivalent with regards to incorporating use of electronic voting machines (EVM) systems in law, as election authorities on Monday failed to satisfy a committee on solutions to deal with possible maneuvering in these machines.

An eight-member sub-committee of the parliamentary panel for electoral reforms received a demo of sample machines from three vendors — two government organisations and a private manufacturer.

During the in-camera meeting on Monday, the Election Commission of Pakistan (ECP) briefed the committee about merits and demerits of the use of EVMs for polling.

The sub-committee was told that there was no mechanism which was 100% fool-proof or that use of EVMs would mitigate chances of poll rigging.

They were told that in Germany and India, where these machines are used, their deployment was not without complaints.

The committee asked the ECP to come up with concrete proposals of all possible solutions since the project will cost the national exchequer billions of rupees. The committee was told that an EVM, with built-in biometric voter verification system, would cost between Rs60,000 and Rs70,000 each with the ECP requiring around 275,000 such machines.

The sub-committee, led by Science and Technology Minister Zahid Hamid and comprising members who were mostly senior politicians and officials with legal backgrounds — sought solutions to avoid such possible maneuverings. However, the technical teams of the ECP and EVM vendors failed to satisfy the committee who were asked to come up with concrete proposals with maneuver-proof technological solutions.

The panel will meet again on Tuesday and will consider, among other things, changes in the Political Parties Order 2002.

I dont know why they rejecting the EVM? Even ECP can ask help from ECI, about procedure, using EVM, and administrative work. India will happy to help out Pak in democratic work.

But. main question is, the ballot paper given them satisfied result, so that they rejecting the EVM? IK dhrnas dont show that,

Most of the people still use only cheap 1000 rupees mobile phones. Mini computer type of voters machines are not for countries like India or Pakistan.

Because these lawmakers themselves are entrenched riggers, that's why!
ECP will never take help from "archenemy" India or stupid Pakistanis will accuse you guys for "rigging" :)

Ballot paper never gives impartial results. That's why every election since 1977 has been controversial, and the last one in 2013 was so controversial that even winning parties accused of rigging!

I hope Pakistanis are not planning on importing the machines. In India each EVM costs around Rs. 10,000. That would be about 16,000 PKR.

There are not many kickbacks and commissions to be made on 16,000 PKR machines, sir. You have no idea how our patwari politicians work!

In the past even in India rigging happened, like booth capturing, and in some area it still happen, and the famous Indira Gandhi rigging case. But now, if the ECI get the complaint and there is enough evidence that rigging happened in that area, then it took no more than one month for re-election in those area.

Even after 2014 General Election, there was many seats that require re-election, and ECI done that within months and completed the General Election.

Even the Indian EVM is not full proof, in 2009, Subramaniam Swamy filed a PIL in Delhi High Court about the rigging in EVM, and in its decision Delhi HC accepted that EVM require much more security in EVM for fair elections. And HC ask the ECI for new methods, then ECI come with idea of Voter-verified paper audit trail.

So, from now on in every election Voter-verified paper audit trail will be implemented in every Indian election.

What else is IK demanding for the past 19 months but vote-audit or reelection in controversial constituencies. Its funny how patwaris reply him with being a terrorist, anarchist when he is demanding exactly that is perfectly normal in Indian Democracy!

It took 60 years for Indian Democracy to make it common. About Indian Rigging past you can read that from here.
