A parliamentary panel on electoral reforms remained ambivalent with regards to incorporating use of electronic voting machines (EVM) systems in law, as election authorities on Monday failed to satisfy a committee on solutions to deal with possible maneuvering in these machines.


An eight-member sub-committee of the parliamentary panel for electoral reforms received a demo of sample machines from three vendors — two government organisations and a private manufacturer.

During the in-camera meeting on Monday, the Election Commission of Pakistan (ECP) briefed the committee about merits and demerits of the use of EVMs for polling.

The sub-committee was told that there was no mechanism which was 100% fool-proof or that use of EVMs would mitigate chances of poll rigging.

They were told that in Germany and India, where these machines are used, their deployment was not without complaints.

The committee asked the ECP to come up with concrete proposals of all possible solutions since the project will cost the national exchequer billions of rupees. The committee was told that an EVM, with built-in biometric voter verification system, would cost between Rs60,000 and Rs70,000 each with the ECP requiring around 275,000 such machines.

The sub-committee, led by Science and Technology Minister Zahid Hamid and comprising members who were mostly senior politicians and officials with legal backgrounds — sought solutions to avoid such possible maneuverings. However, the technical teams of the ECP and EVM vendors failed to satisfy the committee who were asked to come up with concrete proposals with maneuver-proof technological solutions.

The panel will meet again on Tuesday and will consider, among other things, changes in the Political Parties Order 2002.

There is no way these guys are going to accept electronic voting. They are part of the entrenched riggers.

EV is as vulnerable as paper.
Elaborate? Various types of encryptions, check and balances can be used to ensure their impartiality. Further more, vote-audit is plain and simple when voting data is in digital form.

WHT is wrong with parliament? It is being used in many countries, the only vulnerabilty i see is probably booth capturing.. other then this it is pretty decent system used worldwide.. and only fool will find any excuse to not have this..

NADRA should start fixing issues with thumb impression collection, to avoid any delay...

It says it was some software bug, not "rigging" by democrats. It can easily be fixed by patching the software.

Everything has pros and cons but no matter what, EV with biometrics verification and NIC / NICOP card reader, will be less flawed than the flawed system of paper ballots of Pakistan.

Let us take that EV with biometrics verification and NIC / NICOP card reader is not 100 % fool proof but we can try to implement the most fool proof method even if it is just 20% better than the previous method.

The voting machine shown in the picture won't work in the country like Pakistan or even in India as it looks more like a mini computer.

Thats the right approach. Nay sayers need no reason to say NO, but it is the good intention which is required. Even if this system is not fool proof and there are complaints in Indian Voting Machines as well, but it has reduced the number of poll rigging cases drastically. Now conventional method of booth capturing does not happen which has been i guess the main medium of poll rigging

However EV or Web voting is the future.

And thus we should adopt it with proper checks and balances.
We have been using it from so much long time but never faced such issues. It is much much safer than manual ballot paper voting system. Thank you.

Pakistan electoral system is very flawed done in extreme hurry and thus you gets complains of malpractices and rigging.
