If a neutral country (Iran would not count, but I guess that Turkey still counts as a neutral country despite hard words) believes that Gaza need humanitarian help, then all it had to do is to send a flottila (like Ships to Gaza) and ESCORT
it with with its own Navy which should provide guarantees to Israel that the ships does not provide contraband.
I.E. material that is no on the lit of prohibited material.
Then Israel has no right to stop the ships, according to the Geneva convention.

If the ships still contain contraband, then the "neutral" country is committing a war crime.

No country (including Turkey) has ever tried this obvious route.

I can see only a few reasons why.
1. There is really not such a crisis in Gaza (not a Sunday pick-nick either) so no motivation.
2. People believe that such a flotilla will always be used to smuggle contraband
and do not trust crews to look for Palestinian civilian welfare only.
Do not want to risk comitting a war crime.
3. People actually are fed up with Palestinians and do not care what happens to them.
4. Would not be good publicity if Israel let the ships through.
